WHAT YOU’LL BE DOING:
This Program Manager II position in the Energy, Climate, and Compliance Division (ECCD) is a key part of a team focused on addressing climate change in Montgomery County. Working with ECCD program staff, this position will lead the Division’s efforts to identify, apply for, and implement grants supporting ECCD’s innovative programs. The recent passage of the Bipartisan Infrastructure Law and the Inflation Reduction Act provide unprecedented levels of funding to help reduce community-wide greenhouse gas emissions, create a more climate resilient community, and address racial equity and the needs of underserved communities.
Key responsibilities of the position include, but are not limited to:
- Identifying grant funding opportunities relevant to the County’s climate change goals and DEP programs.
- Establishing and managing processes that engage County colleagues efficiently and effectively in the pursuit and management of grant funding.
- Working with program staff to write compelling and persuasive grant applications.
- Integrating racial equity and social justice considerations into the grant search and application process.
- Establishing and managing processes to gather and develop required information for grant proposals and reporting, ensure appropriate review and approval procedures are followed, and ensure proposal and reporting deadlines are met.
- Fulfilling all necessary steps required to submit grant applications, as well as to meet reporting and other requirements of grants received
- Working with departmental and County grants, procurement, and legal staff as necessary to successfully apply for and implement grants.
- Coordinate with County staff to identify funding needs related to climate priorities and perform research, analysis and coordination to position the County to pursue funding opportunities as they become available.
- Ensure proper management, administration, and implementation of grant awards received.
- Develop and monitor distribution of outgoing County funds and incentives to residents, organizations, and businesses associated with various climate programs.
- Facilitate the development of partnerships aligned with funding priorities.

MINIMUM QUALIFICATIONS
- Experience: Thorough five (5) years of professional experience related to the development and issuance of grant funding or applying for and managing the use of grant funding.
- Education: Graduation from an accredited college or university with a bachelor’s degree.
- Equivalency: An equivalent combination of education and experience may be substituted.
PREFERRED CRITERIA
- There are NO Preferred Criteria Assessments. All Applicants will be reviewed by the Office of Human Resources (OHR) for minimum qualifications.
- Those applicants who meet minimum qualifications will be rated “Qualified”, placed on the eligible list, and may be considered for an interview. Employees meeting minimum qualifications of the same grade or higher will be placed on the Eligible List as a “Transfer” candidate and may be considered for an interview.

- Knowledge and experience with competitive grants programs, the development of grant proposals, and the development and oversight of grant agreements
- Experience with grant management activity.
- Experience with project management and training related to grants management
- Experience communicating effectively across a diverse spectrum of internal and external stakeholders

To ensure a positive workplace and to comply with federal, state and County laws, the incumbent is responsible for completing mandatory trainings within the first three to six months or within the specified timeframe.
COMPENSATION
- Salary Range: $73,173 - $117,424 Montgomery County Government offers competitive salaries and excellent benefits.
