When it rains, the water has to go somewhere, but for many people, just where it all goes is "out of sight and out of mind." In Roanoke, our stormdrain system discharges all of the stormwater it collects to the Roanoke River or one of its thirteen tributaries, such as Peters Creek, Ore Branch, or Lick Run. From there it flows to Smith Mountain Lake, across the North Carolina border and eventually to Albemarle Sound. 

As a City known for its outdoor activities and amenities, Roanoke recently created a Stormwater Utility to protect the health of the Roanoke River and its tributaries. To that end, Roanoke's Stormwater Utility focuses upon capital stormwater construction projects, water quality initiatives and education, and maintenance of stormwater infrastructure.

Position Overview

The City of Roanoke is seeking a Senior Stormwater Engineer/Field Operations Manager – Civil Engineer II in our Stormwater Division of the Public Works Department.

Responsibilities

  • Oversees Field Operations activities providing leadership, coaching, and mentoring in the inspection, maintenance, and repair of stormwater infrastructure; verifies effective work procedures, schedules, and workflows; studies and standardizes procedures to improve efficiency and effectiveness of maintenance operations.
  • Oversees Field Operations staff ensuring quality of maintenance work, employee performance reviews, staff hiring decisions, as well as resolves employee grievance and disciplinary matters. Has the ability to guide, direct, coach, mentor, and motivate employees; ability to organize and manage supervisory staff overseeing eight maintenance crews performing various stormwater related functions; ability to communicate effectively, verbally and in writing; ability to establish and maintain effective working relationships with employees, other City departments and the general public.
  • Oversees design, scheduling, right-of-way acquisition, contract administration, inspection, and citizen outreach of a variety of stormwater maintenance and green infrastructure projects including preparation of specifications, engineer estimates, and procurement of professional consultant services, construction services, machinery, and equipment in conformance with the City of Roanoke purchasing standards.
  • Ensures that stormwater maintenance and green infrastructure projects follow the tenets of the Envision rating system (developed by the Institute for Sustainable Infrastructure) to not only alleviate localized drainage issues, but also to improve water quality downstream and protect the health of the Roanoke River.
  • Coordinates response to citizen complaints, verifies appropriate solutions, and ensures timely implementation.
  • Ability to read, interpret, and produce maps, surveys, engineering drawings and graphics from engineering software such as: AutoCAD, ArcGIS, HEC-RAS, spreadsheets, and various stormwater design software programs.

Qualifications

  • Possesses knowledge of equipment, facilities, materials, methods and procedures used in cleaning, maintenance, construction, and repair of the stormwater system as well as experience regarding job site safety and heavy equipment operation, including but not limited to: excavators, backhoes, skid steers, rollers, dump trucks, vactors, small gas/electric powered tools, and various hand tools.
  • Specific experience and certification pertaining to VDOT Standards & Specifications, VDOT Intermediate Work Zone, OSHA, NGCIP, PACP, Trenching and Shoring as well as dealing with state and federal regulatory agencies including but not limited to FEMA, USACE, VA DEQ, VA DCR, VDOT, VMRC, and VDGIF.
  • Bachelor’s degree from 4-year college or university recognized by the Commonwealth of Virginia Department of Professional and Occupational Regulation (VA DPOR) board for Architects and Engineers with a major in civil, biological systems, or hydrological engineering, or related field; five to ten years related experience and/or training in a variety of professional engineering work; prefer graduate study in the area of stormwater; or equivalent combination of education and experience.
  • Licensed as a Professional Engineer in the Commonwealth of Virginia or be able to obtain within twenty-four 24 months of hire.
  • Valid State Driver’s License or ability to obtain one within six (6) months of hire.
  • Credentialed as an Envision Sustainability Professional (ENV SP) through the Institute for Sustainable Infrastructure is preferred or be able to obtain within six (6) months of hire.

Compensation

  • $62,191.48 – $99,506.68 DOQ
