~ The Office of Energy and Sustainability - part of the Department of General Services - was established in 2013 and is responsible for implementing programs to reduce the environmental impact of Montgomery County Government operations. ~

The OES's mission is to ensure that Montgomery County operations adhere to the highest standards of sustainability, integrating assessment of environmental impacts into decision-making and maximizing environmental protection and resource conservation at every opportunity. 

Position Overview

The successful candiate for the Engineer II (Energy Engineer), Grade 22 position must be able to demonstrate knowledge about the operation of commercial buildings and reducing energy consumption.

A basic knowledge of mechanical, electrical systems and energy performance is required. Knowledge and experience with installing, operating, diagnosing common energy management systems (e.g., Siemens, Johnson Controls) is a plus.

The work involves exposure to various hazards such as power tool use, moving parts on equipment or machines, work on roofs or tall ladders and exposure to energized circuits. The work requires physical effort involving standing for long periods and/or walking over rough and uneven sites, and occasional stooping, bending, reaching and climbing. 

Responsibilities  

  • Initiatives include reducing energy consumption, expanding County clean energy projects, reducing water consumption, improving biodiversity on County properties and other efforts that yield measurable financial or environmental benefits.  Specifically, the Energy Engineer will continually evaluate the energy performance of the County's portfolio of facilities, identify deficiencies, formulate action plans, implement low/no cost solutions and marshal resources to resolve more complex issues. 
  • The Engineer will be expected to visit facilities on a periodic basis. The Engineer often will be dispatched to investigate an energy consumption or other resource consumption issues identified by the Energy Program Manager. In some cases, the Engineer must take immediate action in coordination with property management, engineering and trade staff.
  • The Engineer will also be responsible for collecting data on the County's buildings such as size, condition, meter data etc. as part of an ongoing effort to expand the amount of building related data available to County energy management and maintenance staff.
  • The individual selected for this position will be considered an Essential Employee. Essential employees must report to work during a period of general emergency or liberal leave.
  • The Engineer will serve as a liaison with the County Office of Emergency Management and Homeland Securities, other DGS divisions and utilities. The Engineer must be able to staff the County's emergency operations center, where prolonged stays may be expected during emergency activations. Training may be provided to expand experience and knowledge.

Minimum Qualifications  

Experience:  

  • One (1) year of experience in an engineering field working with building systems or energy management.

Education: 

  • Graduation from an accredited college or university with a Bachelor's Degree in engineering or a related discipline appropriate to the assigned position.
  • Registration as a Professional Engineer may substitute for the degree. 

 

Equivalency:  

  • An equivalent combination of education and experience may be substituted, provided such combination includes at least sixty (60) accredited semester hours (or an equivalent amount of accredited professional training) in engineering or related courses appropriate to the assigned position.


License:
 

  • Possession and maintenance at all times of a valid Class "C" (or equivalent) driver's license from the applicant's state of residence or the ability to perform work at locations outside of the office.

Compensation: Salary range is $53,825 - $89,079.
