Position Overview

Leidos has an immediate opening for an Environmental Compliance Specialist that will work independently, and as part of a team, to support NASA Langley Research Center's (LaRC) Environmental Branch, concentrating efforts in Air Pollution Control, Aboveground/Underground Storage Tanks (AST/UST), and Spill Prevention Control, and Countermeasure (SPCC) programs.

Expertise and experience in air pollution control, AST/UST management, and SPCC as well as a keen understanding of the technical and environmental regulatory requirements to minimize the Center's environmental footprint are essential for this position.

Responsibilities

  • Responsible for overseeing a comprehensive air compliance program for the Environmental Support Services contract at NASA LaRC.
  • Position involves application of engineering and scientific principles, development and implementation of compliance strategies, and monitoring and recordkeeping to ensure compliance with federal and state regulations.
  • Responsible for overseeing compliance with the NASA LaRC State Operating (Air) Permit.
  • Preparing air program regulatory correspondence, permit amendment requests, permit applications and required reports in accordance with Air Permit.
  • Participating in regulatory inspections of the facility by DEQ and EPA and assisting with response to follow-up requests for information from the regulators.
  • Responsible for overseeing the LaRC AST/UST regulatory compliance program.
  • Preparing AST/UST program regulatory correspondence.
  • Conducting monthly AST Inspections.
  • Preparing and conducting AST inspection training for LaRC personnel conducting AST inspections.
  • Responsible for updating the LaRC Integrated Spill Contingency Plan as necessary to reflect changes in Center operations and environmental regulations.
  • Providing technical guidance on secondary containment requirements for new equipment installations and improvements to secondary containment for existing equipment.
  • Preparing and conducting annual Spill Response Training to LaRC personnel.
  • Additional efforts will be focused on multimedia support for other Environmental Compliance Programs, training, outreach, and other duties as assigned.

Qualifications

Education Requirements:

  • Bachelor's degree in chemistry, science, engineering or degree with relevant coursework, and a minimum of 6 years' experience in environmental engineering and regulatory compliance in air regulations, air pollution controls, air permitting and storage tank regulations.
  • Each year of relevant experience may be substituted for one year of education.
  • Certifications, professional licenses, and vocational technical training may be substituted for experience and education.

Required Skills:

  • Mastery of air pollution control including maintaining air quality permits, modifying air quality permits for changing operating conditions, and acquiring permits for new sources.
  • Ability to read and understand applicable regulations and develop strategies for compliance.
  • Experience in conducting inspections and assessments and tracking corrective actions.
  • Experience with CAA and AST/UST regulatory programs.
  • U.S. Citizenship is required to access government facilities and systems.
