The Edwards Aquifer Authority Act provides the basis of a mission of groundwater stewardship that can be simply stated as follows: manage, enhance, and protect the Edwards Aquifer system.
The Act, a landmark legislation adopted by Texas lawmakers in 1993 and put into effect in 1996, created the Authority as a special groundwater district with the purpose to manage and regulate the San Antonio segment of the Balcones Fault Zone Edwards Aquifer, more commonly referred to as the Edwards Aquifer. As a result, the Authority is responsible for a jurisdictional area that spans 8,800 square miles across eight counties in south-central Texas, including all of Uvalde, Medina, and Bexar counties, plus portions of Atascosa, Caldwell, Guadalupe, Comal, and Hays counties.
Position Overview:
Manages all aspects of the design, development, and construction of HCP programs and projects to manage and enhance the Edwards Aquifer.
Reporting Supervisor: Senior Program Manager
Team/Program: Threatened and Endangered Species
Responsibilities:
- Develops, organizes, schedules and directs programs necessary to accomplish HCP objectives;
- negotiates and manages contracts with outside third parties as necessary;
- prepares, reviews and issues contract documents;
- monitors the performance of contracted parties;
- monitors performance of and compliance with existing contracts;
- assists in service, cost and/or dispute resolution negotiations between contracted parties;
- develops and maintains liaison with vendor contract management personnel;
- stays abreast of all state and federal procurement laws and regulations pertaining to the EAA and ensures compliance;
- development of project budgets, project management, and other duties as may be necessary for successful completion of HCP projects;
- manages relationships with project stakeholders, including internal and external clients and vendors and performs work that entails knowledge and experience with scientific and engineering concepts and practices;
- provides general and technical information to the public as requested;
- participates in the establishment and achievement of short and long-range HCP goals;
- monitors progress made on short-term and long-term plans/projects that impact HCP implementation operations;
- performs assignments independently with direct supervision and guidance from the Senior Program Manager on matters related to overall objectives, critical issues, new concepts and policy positions;
- develops recommendations for the Senior Program Manager;
- prepares the team budget and monitors expenditures;
- and performs other duties as assigned by the supervisor.
Qualifications:
Education/Experience Requirements:
Bachelor's degree in engineering, geology, biology, hydrogeology, environmental management, or a closely related field plus 8 years of relevant experience, a thorough understanding of relevant environmental regulatory programs, engineering design and construction concepts and practices; effective oral, written and organizational skills; the ability to exercise initiative, independent judgment and responsibility; a valid driver's license; and the ability to operate a motor vehicle.
Physical Requirements:
Job performance requires: long workdays, irregular work hours frequently totaling more than 50 hours per week with high levels of stress due to short deadlines, special interest groups and executive requirements. Job performance also requires limited exposure to rough terrain such as brush, rocks or hills, and may include some exposure to hazards.
Compensation: Annualized Salary: $ 58,547.33
