The Power Generation's Land Conservation Commitment (LCC) team is PG&E's commitment to permanently protect and enhance approximately 140,000 acres of its hydroelectric watershed lands in the Sierra Nevada and Cascade mountains and approximately 655 acres in the Carrizo Plains for the benefit of current and future generations of Californians. A variety of beneficial public values will be taken into consideration, including the protection of natural habitat of wildlife, fish and plants, the preservation of open space; sustainable forestry; agricultural uses; outdoor recreation by the public; and historic values.
The LCC group, including this LSC position works closely with the Pacific Forest and Watershed Lands Stewardship Council (Stewardship Council). Created in 2003, the Stewardship Council is an independent nonprofit organization that acts as an advisory body to oversee development and implementation of the Land Conservation Plan (LCP).
Position Overview:
This is a Senior Land Consultant (LC) position that serves as Land & Environmental Management's (L&EM) representative on Power Generation's Land Conservation Commitment (LCC) team. The LC provides support to LCC team's Principal Project Manager as the L&EM point of contact for real estate transactions, property management, land engineering, and other land matters related to implementation of the LCC, in addition to overseeing project coordination, scheduling, and support within L&EM.
The LC will provide leadership, direction and assistance to management, technical staff and project work teams. Work independently with only general direction. Use independent judgment in applying appropriate principals and techniques in a broad range of situations to achieve optimum results related to the implementation of the LCC.

Responsibilities:
Real Estate:
- Provide real estate technical support to LCC Principal Project Manager, including expert advice regarding transaction legal and regulatory requirements, PG&E land management practices and procedures, and implications of proposed LCC transactions on FERC license implementation and management.
- Prepare watershed lands for real estate transactions, including transfer of fee title and/or conveyance of conservation easements.
- Provide detailed information and analysis on properties as requested.
- Assist LCC Principal Project Manager and legal counsel in the development of transaction documents as requested, including overseeing the development of conservation easements, grant deeds, and related third-party agreements, public information packages, due diligence materials, and land title analysis and related abstracts or other reports.
- Assist and/or assume lead responsibilities in negotiating real estate transactions.
Relationship Management:
- This position involves extensive interface with internal and external stakeholders.
- Internal stakeholders include representatives from other business functions within L&EM, Power Generation, Law and other departments within the company.
- External stakeholders include Stewardship Council staff, federal, state and local governmental agencies, non-profit environmental organizations, Indian tribes and members of the public.
- The position is often involved in sensitive and controversial issues and will be required to represent the company and its commitment to sound environmental stewardship in public forums.
- The position requires developed interpersonal and public speaking skills, political savvy, poise, comfort in Working with groups and individual external stakeholders, and the ability to develop and maintain positive working relationships with external stakeholders that support achieving positive, constructive results.
Project Management:
- The position is responsible for the integration of real estate related activities associated with the LCC with Power Generation and other stakeholder departments.
- Establish communication link between Power Generation and L&EM.
- Act the primary point of contact for the LCC Principal Project Manager and other members of the LCC team.
- Develop, manage and oversee L&EM's real estate activities associated with implementation of the LCP. Provide regular updates and project status to LCC Principal Project Manager or his/her representative.
Qualifications:
Minimum Requirements:
- Bachelor's degree in business, engineering, land use or related field
- 10 years experience in real estate with demonstrated experience in real estate transactions; working with federal, state and local governmental agencies on land and real estate related issues
- Experience in all facets of land engineering, land rights, land management and land acquisition
- Experience in collaboratively negotiating solutions to complex issues with external stakeholders
- Demonstrated knowledge and experience with legal and regulatory requirements for utility transactions, including the Federal Power Act, Public Utilities Code Section 851, CEQA, NEPA, and the Subdivision Map Act
Desired:
- Experience as lead on large-scale and complex Company projects or special assignments.
- Civil Engineer, Registered Professional Forester, or Certified Arborist preferred.
- Excellent presentation skills
- Independent judgment and excellent problem solving abilities
- Ability to achieve consensus through dialog regarding project objectives and commitments
