Position Overview:
This individual coordinates and executes proposal development efforts that position PECI as a thought leader and innovator in the national energy economy, focused on energy efficiency.
The successful candidate will have experience leading technical and project teams to develop qualification packages, technical and financial proposals, and follow-up presentations. Responsibilities include evaluating and deciphering RFQ/RFPs, storyboarding, developing and leading a proposal management plan that includes win themes, differentiators, writing assignments, schedules, and other proposal related tasks based on solicitation instructions. The candidate will work with other proposal development staff, internal technical staff and management to develop content, assemble data, produce and deliver accurate, branded documents to clients of PECI.
The proposal manager must be able to work creatively with content teams in a relatively unstructured environment to conceptualize new ideas, strategize solutions, and coalesce team input into strong and effective proposals. Clients include energy-efficiency related public agencies, utilities, and private sector organizations in the residential and commercial sectors.
Responsibilities:
- Track and manage proposal progress, budgets, and schedules
- Research, write and edit capabilities statements and standard proposal materials
- Solicit and coordinate information from internal clients, allied professionals, subconsultants and other team members for inclusion in proposal and presentation materials
- Work with Marketing to develop content for proposal-related collateral and proposal follow-up presentations
Qualifications:
- Minimum of 3 years with proposal development
- Experience in energy efficiency or utility incentive programs a plus
- B.A./B.S. or above preferred
- High Proficiency in MS Word, Excel, PowerPoint and familiarity with Adobe Creative Suite
- Experience coordinating and delivering multiple simultaneous proposals on time
- Motivated self -starter who can lead proposal process from pre-RFP planning through delivery
- Highly organized, creative, solution-oriented, and team-focused
- Strong interpersonal relations skills, enthusiastic attitude, leadership ability, and excellent work ethic
- Commitment to extraordinarily high quality proposal products
- Flexibility to work with a variety of team members and dynamic project demands
- Available and willing to work under pressure with occasional overtime
- Strong knowledge of the proposal development process
- Excellent written and verbal skills including the ability to communicate with all levels of staff
- Strong organizational and time management skills and proven ability to multi-task
- Ability to write non-technical proposal sections effectively and convincingly
- Ability to manage/coordinate multiple stakeholders with diverse roles, skill-sets, and incentives toward common goals and timelines
