Description
The District of Columbia's Office of Property Management (OPM) is seeking an Energy Management Program Manager, who is responsible for providing strategic oversight of the District's utility portfolio, providing strategic direction for the District's efforts to "green" District properties (including developing and marketing), and enforcing energy conservation programs as well as conducting detailed analytics and performing short and long term forecasting and planning related to the utilities program.
Responsibilities:
- Manage relationships between the OPM, its customers, and vendors for energy services
- Formulate and administer energy policies, objectives, methodologies and techniques to develop and implement energy conservation measures in the facilities in OPM's portfolio
- Perform quantitative and qualitative research regarding new sources of energy and vendors; make recommendations based on fiscal feasibility of findings
- Manage OPM's Green Building and Energy Management programs; plan, coordinate, and oversee investment projects that lead to improved effectiveness, energy efficiency, and cost savings
Qualifications:
- Bachelor's Degree required; advanced degree preferred
- 4-6 years of relevant utility portfolio management experience
- Demonstrated knowledge of the principles and practices of Energy Saving Performance Contracting
- Demonstrated experience in research, project development, and implementation of energy conservation measures and programs
- Highly skilled in interacting and building relationships with internal and external customers at all levels
