Senior Program Manager, Commissioning/Technical Group

About the Position:
Portland Energy Conservation, Inc. (PECI) is looking for a senior program manager who is able to manage large projects in a rapidly changing environment. This position requires excellent planning, budgeting and people management skills. Strengths in management of multiple subcontractors and excellent interpersonal skills in a client situation are a must. Knowledge about commercial building energy efficiency programs, products and/or policies is preferred. Technical experience and/or interest, particularly in HVAC systems and building operations are is a plus.
Responsibilities include:
* Launching a new program designed to improve the energy efficiency and building operations of commercial buildings in California.
* Developing strategic partnerships with marketing partners and commissioning providers participating in the program to bring owners into the program
* Managing and mentoring a team, including key staff based in California. Team will develop and implement technical protocols and tracking systems, recruit large commercial building owners into the program, and support owners in implementing energy efficiency measures.
* Developing and managing budgets, ensuring client and program goals are met, tracking and reporting results.
Qualifications: Bachelors degree in business or engineering or equivalent combination of education and experience.
* Five or more years experience in contract and project management, project development and implementation in a consulting environment.
* Experience in the energy efficiency field, including program design and implementation is a plus.
* Strong budget management skills
* Ability to innovate and think creatively
* Ability to maneuver quickly between big picture design, implementation, and coordination details.
* Ability to work independently to plan and carry out implementation strategies, monitor results, and adjust to unforeseen situations, while balancing time pressure and multiple demands.
* Strong interpersonal skills and the ability to build collaborative business relationships, both internally and externally.
* Strong written and verbal communication skills are also required. Must be familiar with the following software: word processing (Word), spreadsheet (Excel), and presentation software (PowerPoint).
* Proven track record of business development is a plus.
