The Bay Area Local Initiatives Support Corporation (LISC) is seeking an Energy Efficiency Program Assistant to link owners and managers of affordable multi-family housing to an array of technical assistance aimed at improving energy efficiency within their buildings.

LISC is implementing this program in partnership with a number of other organizations. Partners include LISC, GRID Alternatives, Strategic Energy Innovations, Non-Profit Housing of Northern California, kW Engineering, and the Center for Energy and Environment. The lead agency is ICF Consulting, Inc.

This is a full-time position funded through December 31, 2005, with the possibility of being refunded beyond 2005.

RESPONSIBILITIES

The LISC Energy Efficiency Program Assistant will be a primary point of contact for nonprofit housing developers and managers seeking to obtain energy efficiency audits and follow up services from the consortium of organizations that have come together to form the Partnership for Energy Affordability in Multifamily Housing (branded "Energy Action"). As such, the Program Assistant conducts outreach, acts as an information resource & referral agent, and critical broker in ensuring that affordable housing developments undergo energy audits and implement energy efficiency projects. 

Specific Responsibilities will include: 

~ Facilitate account management for existing Energy Action Program customers to provide ongoing support and ensure timely implementation of energy efficiency improvements by:

1. Arranging for basic energy conservation technical services (i.e. energy audits, diagnostic support, etc.);
2. Marketing the program and recruiting participants;
3. Facilitating financing options (i.e. supporting participants through the rebate and loan application processes);
4. Working with program participants to offer group purchasing services;
5. Serving as a project manager to facilitate the contractor solicitation, product order, and verification processes;
6. Referring clients to a variety of additional resources and services, including contractor referrals, financing resources, and energy tracking tools;
7. Serving as a clearinghouse for information related to energy conservation in multi-family housing and providing such information as needed by clients;
8. Maintaining records of activity for tracking and reporting purposes 

QUALIFICATIONS 

Experience in both affordable housing and energy conservation is preferred, but not required. 

Preferred skills and experience include: 

~ An understanding of the financing and operation of non-profit multi-family housing, including experience working with a not-for-profit housing organization;
~ A good understanding of energy conservation technologies common to multi-family housing, including lighting, central heating and cooling systems, energy controls and domestic hot water systems;
~ Experience with energy audits in multi-family buildings;
~ Familiarity with utility rebate programs for multifamily properties;
~ Customer service and/or sales background. 

Minimum experience and skills include the following: 

~ Strong, demonstrated interest in energy efficiency;
~ Strong, demonstrated interest in programs to assist lower-income households and communities;
~ Strong interpersonal skills and an ability to work closely with a wide range of client organizations and staff including building maintenance staff and managers of large affordable housing organizations;
~ Strong motivational skills to move customers forward with projects;
~ Strong organizational skills and attention to detail;
~ Demonstrated ability as a "self-starter" who takes initiative;
~ Demonstrated ability to juggle multiple tasks while meeting deadlines;
~ Computer skills; word processing and spreadsheet capabilities are essential; experience with energy audit software is a major advantage. 

A Bachelor's degree is preferred but not required.
