The successful candidate will develop, implement and coordinate conservation programs and projects which include community sustainability, climate change, energy conservation, solid waste and recycling, water conservation, water quality, restoration, hazardous waste, commute trip reduction, high-capacity transit and other forms of alternative transportation and other resource conservation and sustainability programs.

Duties include negotiating and monitoring solid waste and recycling contracts, securing funds, creating budgets and monitoring expenses, developing and providing education and technical assistance for residents and businesses, ensuring compliance with policies and regulations, providing local representation and coordination with regional utilities and agencies on resource conservation programs, and reviewing and commenting on City and regional environmental legislation and plans.

The position demands excellent communication skills both orally and written, and the ability to comprehend and perceive the interests and views of the community and then represent those points of view.

Essential Functions

  • Designs, implements and evaluates programs; identifies needs, collects and analyzes data; sets goals and objectives for programs; designs proposals to respond to identified needs; coordinates and implements programs with assistance of staff, volunteers and/or consultants;
  • Tracks, analyzes and evaluates results, monitors budgets; prepares reports on program progress and results.
  • Conducts program and project research. Researches policy and operational issues, identifies best practices, compiles and prepares reports and recommends actions to supervisor.
  • Administers contract services, including solid waste and recycling contracts, vendor contracts, professional services agreements and inter-agency and inter-local agreements; writes RFP's, interviews and selects contractors; approves contractor/consultant work and invoices; negotiates and recommends contract changes.
  • Administers grants related to conservation resources; assures proper reporting and terms and conditions are met.
  • Coordinates and implements marketing and outreach plans. Identifies outreach strategies and prepares and coordinates production of outreach materials, press releases and other communication tools.
  • Provides information and educational/technical assistance to other City departments and employees, citizens, businesses, community groups and other agencies.
  • Provides local representation and coordination with regional utilities and agencies.

Qualifications

  • Bachelor's degree in environmental sciences, business, marketing, communications or a related field and some experience related to environmental or conservation programs;
  • or any combination of education and experience which would provide the applicant with the desired skills, knowledge and ability required to perform the job.

Knowledge, Skills & Abilities

  • Knowledge of recycling, water quality and conservation, transportation reduction, restoration, community sustainability, climate change, energy conservation, and/or hazardous and solid waste management practices and related issues and industry standards.
  • Knowledge of desktop computers and common application programs.
  • Ability to manage and organize programs, contracts and budgets.
  • Ability to communicate effectively both orally and in writing.
  • Ability to speak effectively to small and large groups and to make public presentations.
  • Ability to prepare project or program budgets, analyze data and monitor contracts.
  • Ability to write and administer grants.
  • Ability to work with the public and handle hostile individuals in a diplomatic and tactful manner.

Compensation

  • Pay: $70,291.92 - $95,298.72 per year
