The Collaborative Labeling and Appliance Standards Program (CLASP) is an international nonprofit organization that works to reduce the environmental impacts of energy-using products as the primary resource for appliance energy efficiency standards and labeling (S&L) worldwide. CLASP organizes teams of local and international experts to provide best practice technical advice to governments and organizations working to develop energy efficiency S&L policies.

CLASP's projects result in major improvements in the energy efficiency of appliances, lighting, and equipment; enhanced institutional capacity to develop energy efficiency S&L policies and programs at local, regional, and international levels; considerable reductions in electricity consumption; and significant abatement of greenhouse gas emissions.

Position Overview: 

The Collaborative Labeling and Appliance Standards Program (CLASP) is seeking to hire a Senior Associate for its Super-efficient Equipment and Appliance Deployment (SEAD) program team. The SEAD initiative is a voluntary agreement among government appliance efficiency policy makers with the goal of advancing global markets for highly efficient products. 

CLASP facilitates the success of the SEAD Initiative as its Operating Agent, through a Cooperative Agreement with the US Department of Energy. In this role, CLASP provides strategic support to member governments and oversees the day-to-day activities of the Initiative.

Responsibilities: 

The Senior Associate will be integral to the success of the SEAD Initiative by supporting robust information exchange and coordinated policy dialogue, leveraging CLASP's technical expertise across global research and country program teams, and identifying opportunities for SEAD government participants to take advantage of each other's work.  

The Senior Associate will provide technical and program support to government participants in SEAD program activities; including management of projects and technical support contractors, data collection and technical analysis, and preparation of policy briefing materials.  The Senior Associate will also facilitate collaboration between SEAD government participants and product manufacturers, electric utilities, efficiency advocates, and consumers.  The Senior Associate will report to the SEAD Program Manager.

The Senior Associate will perform the following and other duties as assigned:

  • In collaboration with the SEAD Program Manager, prepare strategic guidance for project teams to ensure that work activities and outputs fulfill the goals of the initiative.
  • Oversee the organization and activities of a new high-level industry consultation forum to facilitate strategic communications between SEAD government participants and the private sector.
  • Facilitate timely implementation of program activities in collaboration with teams of government and non-government stakeholders. Coordinate with international technical experts and consultants on an as-needed basis.
  • Review and comment on technical and policy documents prior to distribution to program participants or posting on the SEAD web portal.
  • Regularly participate in SEAD meetings via teleconference and in-person in various international locations.
  • Prepare reports and presentation materials for industry events, energy efficiency conferences, webinars, and other events.
  • Contribute technical and policy support to CLASP global research and country program team activities in support of the SEAD Initiative.
  • Assist with implementation of SEAD marketing and communications activities.
  • Contribute content to the SEAD superefficient.org web portal and CLASP standards and labeling database.
  • Contribute to regular program status reports for US DOE, the ClimateWorks Foundation, and other SEAD program funders.

Qualifications:

The ideal candidate will have a background or a demonstrated interest in energy efficiency and/or international policy, a strong professional work ethic, and an orientation toward working in a collaborative environment. The successful candidate will have the following minimum qualifications:

  • 6+ years of work experience, with at least 2 years' direct experience in energy policy or design/analysis of energy-using products preferred.
  • Graduate degree in a relevant field (e.g., environmental science or engineering) or equivalent professional/academic experience.
  • Strong project management skills; demonstrated ability to manage teams and contractors; and ability to develop strong relationships with diverse project stakeholders.
  • Demonstrated success in engaging private-sector stakeholders (including manufacturers, electric utilities, retailers, and consumers) to provide substantive and constructive contributions to energy-related programs.
  • Background or a demonstrated interest in energy efficiency issues and/or the environmental impact of products.
  • Excellent analytical skills and proven ability to write clear and concise reports in English.
  • Familiarity with government energy or environmental policy required; understanding of the policy tools applied in energy efficiency standards and labels development a plus.
  • Creativity, resourcefulness, and a professional manner.
