The Regulatory Assistance Project (RAP) is a global nonprofit organization whose mission is to advise utility regulators and other public officials on regulatory and competitive utility policies to improve the overall economic and environmental performance of the electric and natural gas sectors. Specifically, RAP focuses on strategies that:

  • increase investment in cost-effective energy efficiency, clean distributed generation and demand response, and renewable energy;
  • integrate energy and environmental regulation to improve air quality; and
  • establish policies and regulations that effectively address climate change.

Position Overview:

RAP is looking to fill 4 positions, based in its Montpelier, VT, office, to support the work of its Program and Research teams. Brief descriptions for each position are below. Follow the links below for full position details or to apply.

Senior Associate: United States Program (Full Time)

RAP seeks to hire a Senior Associate with an extensive background in domestic energy and environmental policy with a particular focus on electric power, natural gas, clean energy resources, climate policy, and/or utility regulation. This position will be responsible for (a) research, policy analysis, and formulating solutions to power/climate/economic challenges; and (b) technical assistance, outreach, writing, and public speaking on these issues, with a primary focus on direct assistance to governmental decision-makers.
*Note: The preferred location for this position is Montpelier, VT.

Research Senior Associate: (Full Time)

The Research Senior Associate will work closely with the Research Manager, RAP principals, and our experienced team of research and policy analysts to understand current industry practices and policy assessments, and to identify energy, environment, and utility policy best practices. In this work, the Research Senior Associate will assist with the coordination of the research efforts of external consultants and senior advisors. 

Research & Policy Analyst: (Full Time)

The Research & Policy Analyst will provide general research assistance to RAP's program teams in the United States, China, the European Union, and India. The Research & Policy Analyst will conduct web-based research and phone interviews, and use other means as appropriate to investigate energy regulations, policies, and laws, as well as related issues such as energy efficiency and carbon reduction strategies. 

Energy & Environment Fellow: (2 years, Full Time)

RAP seeks a recent professional school graduate with a degree in a relevant field, such as law, business, engineering, or public policy and the appropriate expertise and work experience to assist on substantive programs and learn from RAP's work for a 2-year period. The position is geared toward an individual with a strong sense of public service who plans to continue working in the field. 

Compensation: The expected start date for these positions is January 2011. RAP offers an excellent benefits package and a competitive salary that is commensurate with experience.
