GPTech is seeking a Renewable Energy (RE) Project Finance Specialist to join our bid team for an upcoming Solar for All program funded by the Virgina Department of Energy under the Greenhouse Gas Reduction Fund, a $7 billion initiative under the U.S. Environmental Protection Agency aimed at expanding access to eligible affordable, resilient, and clean solar energy for low-income households and communities, including tribal nations. The Single-Family Solar Sub-Program (SFSS) will assist single-family households by providing grant subsidies to lower overall costs for system installation and essential enabling upgrades for eligible households in Virginia. In addition, SFSS will work with financial partners to improve access to project financing to supplement the grant subsidies. The Multi-Family Plus Storage (MFPS) Sub-Program similarly includes a grants program for pre-development technical assistance, upgrades, and battery storage, in addition to management of a $28million revolving loan fund for on-site solar at multiple-family properties.
The RE Project Finance Specialist will manage relevant project financing activities, including supporting the program’s network of solar EPC and financial partners to identify and provide affordable solar loans, leases, power purchase agreements, and related options to finance costs of system installation as well as administer a revolving loan fund under the MFPS. The RE Finance Specialist will work closely with solar contractors, financial partners, and local community stakeholders to deliver meaningful benefits to participating households. GPTech is applying for both the SFSS and MFPS solicitations and the total scope for the role will depend on whether we are awarded one or both sub-programs. This position is contingent upon award.
- The RE Project Finance Specialist will be based in the Arlington, Virginia area.
Responsibilities:
- Manage the project financing activities for the SFSS and/or MFPS sub-programs and support engagement with the network of financing institutions.
- Help create and manage a network of financing institutions for the program that will provide affordable solar loans, leases, and power purchase agreements to finance the upfront costs of solar system installation and lower the financing cost for customers.
- Develop financial partner participation guidelines, including ongoing monitoring protocol and compliance guidelines.
- Under the MSPS, manage the GPTech team’s development and implementation of a revolving loan fund for solar development for multi-family housing.
- Work with the project Grants Manager to coordinate and leverage support to complement grants subsidies activities and processes to promote program cohesion, including on grant disbursement, fund tracking, and financial reporting.
- Maintain accurate records of program outcomes, including energy cost savings, emissions reductions, and workforce impacts.
Qualifications:
- Bachelor's degree or higher in public administration, environmental policy, finance, or a related field
- 5�'7 years of direct experience in project finance (preferably in the RE sector), grants management, program administration, or contract management
- Experience with RE or energy efficiency programs preferred
- Excellent organizational, project management, and communication skills
- Ability to work independently and manage multiple projects in a fast-paced environment
- Proficiency in grant management software and financial reporting tools
