Lawrence Berkeley National Laboratory (Berkeley Lab) is located in the San Francisco Bay Area on a 200-acre site in the hills above the University of California's Berkeley campus and is managed by the University of California for the U.S. Department of Energy. A leader in science and engineering research for 75 years, Berkeley Lab is the oldest of the U.S. Department of Energy's national laboratories.

Position Overview: 

The Building Technologies Department has an opportunity for a Program Manager to support the development and implementation of federal energy savings projects, through performance contracting, utility financing and other alternative financing mechanisms.

Responsibilities: 

As a Program Manager, you will:

• Conduct research to address problems and create improvements in the use these financing mechanisms.
• Conduct ad hoc research to address problems in individual projects.
• Train federal personnel in the application of the financing mechanisms and review their on-site implementation.
• Provide technical assistance to the Dept. of Energy's Federal Energy Management Program (FEMP) and federal agencies in their understanding of alternative financing mechanisms and implementation of projects.
• Assist in the development and implementation of strategic plans.

Qualifications: 

Key Success Factors:

• Technical knowledge of energy engineering and energy-saving principles and techniques, as demonstrated by education and/or experience.
• Experience working with the energy services and/or utility industry.
• Thorough familiarity with design and use of spreadsheets.
• Degree in engineering, business administration or related technical or business degree, or equivalent, plus a minimum of five years experience (eight years for a level 3).
• Strong oral and written communications skills.

Desired skills:

• Demonstrated competence with energy monitoring, building analysis, and/or modeling software.
• Experience with measurement and verification (M&V) of energy-saving projects and/or program evaluation.
• Experience with commissioning of energy-related systems in new and retrofit applications.
• Experience with public sector and/or energy project financing.

Notes:

This is a full-time career appointment. This position will be filled at either a level 2 or 3 dependent upon qualifications.
