Position Overview:
The Executive Director of the Massachusetts Bays Program (MBP) oversees and manages all aspects of the program's operations including overall fiscal management, short and long range planning, and development of specific, annual work plans. The position supervises direct staff positions and contracted Regional Coordinators.
The Executive Director is the lead for developing and implementing initiatives and policies that support the implementation of the Comprehensive Conservation and Management Plan, the guiding document for MBP, including initiatives related to water quality/stormwater mitigation, habitat protection and restoration, invasive species management, and climate change adaptation.
The Executive Director coordinates with the state host, the Office of Coastal Zone Management, as well as the Environmental Protection Agency, which provides annual, base funding for the program. The Executive Director also serves as staff to the MBP Management Committee.
Responsibilities:
1. Provide direction and leadership to the MBP staff, Management Committee, and Technical Subcommittee in the implementation of the program, the CCMP, and its Action Plans. Provide centralized technical assistance to MBP communities, various agencies, and regional staff to support implementation of the CCMP Action Plan priorities.
2. Provide oversight and guidance for the hosting and administration of MBP. Complete the triennial review as part of EPA's program evaluation. Coordinate with EPA-Region I staff on program initiatives.
3. Work with CZM grants and administrative staff on the management of MBP grants and contracts. Work with MBP staff to seek and apply for grant funding to support projects that carry out priority CCMP Action Plans.
4. Support the development of innovative management approaches and creative technologies and solutions on specific priority issues, including water quality, wetlands and habitat protection and restoration, invasive species management, and climate change adaptation. Work with CZM and staff at other agencies to promote efforts to support CCMP implementation.
5. Assist outreach staff in developing outreach and education initiatives for the public regarding the protection of Massachusetts and Cape Cod Bays.
6. Attend national meetings organized by EPA and the Association of National Estuary Programs, and participate, as appropriate, in any additional meetings and conferences to support the missions of the program.
7. Hire and supervise core staff, as needed. Manage contracts for services and products including regional technical assistance and coordination.
8. Teamwork - Cooperate with CZM staff, management, and other agencies on joint projects, willingly accepting appropriate share of workload. Comply with established policies, accept changes, and work to ensure that both the letter and spirit of requirements are carried out. Manage time effectively, keep supervisors informed, and support policies and practices of CZM/EOEEA.

Required at hire:
Ability to plan, assign and coordinate the activities of others. Ability to understand and apply laws, rules, regulations, policies, procedures, specifications and guidelines governing assigned unit activities. Ability to assemble items of information according to established procedures. Ability to plan, supervise and carry out the mission of a major section of a state agency. Ability to organize work by establishing operating and/or reporting relationships and by assigning work accordingly, based on technical expertise of individuals in specialized environmental fields. Ability to accomplish work objectives when few precedents or guidelines are available.
Acquired on job:
Processes for state fiscal and contract management as well as human resources procedures. Understanding of National Estuary Program grant writing and reporting requirements. Knowledge of emerging approaches to water quality management, habitat restoration and planning, and climate change adaptation. Understanding of regional and local estuarine management priorities.
Minimum entrance requirements:
Applicants must have at least 6 years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least 4 years must have been in a professional capacity, and of which (C) at least 2 years must have been in a supervisory, managerial or administrative capacity, or (D) any equivalent combination of the required experience and the following substitutions.
Substitutions:
- I. An Associates degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of 1 year of the required (A) experience.*
- II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of 2 years of the required (A) experience.*
- III. A Graduate degree with a major in environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of 3 years of the required (A) experience and 1 year of the required (B) experience.*
*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually competed.
NOTE: Educational substitutions will only be permitted for a maximum of 1 year of the required (B) experience. No substitutions will be permitted for the required (C) experience.
Special requirements:
Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License.
Preferred qualifications:
Masters degree in Environmental Science or related field: or equivalent of 4 years experience in aquatic or marine science or policy, or coastal zone management. Experience or coursework in physical oceanography, hydrology, botany, marine and estuarine ecology, aquatic chemistry, and/or laboratory analysis. Knowledge of nonpoint source pollution, marine monitoring, habitat assessment, and stormwater management. Strong writing, analytical, modeling, and communication skills. Experience with world wide web. Ability to work independently or as part of a team.
Compensation: Salary is commensurate with experience. Salary Range: $62,181.08 to $83,372.64 Annually
