Position Overview
The Institute for Market Transformation (IMT) is looking for an outstanding individual to join our policy team in Washington, D.C., to help improve the energy efficiency of America's new and renovated buildings.
Working within our Building Energy Performance Policy Program, you will spend the majority of your time promoting energy code compliance within cities and among IMT's partner organizations.
In addition, you will have the opportunity to work with the City Energy Project (CEP), managing day-to-day operations of CEP and overseeing IMT's remote CEP employees. This position reports to the Director, Building Energy Performance Policy and works closely with our CEP partner organizations.
This is an excellent opportunity for a dynamic, outgoing, professional to advance energy performance and other market oriented energy efficiency policies in meaningful ways nationwide.
Responsibilities
Oversees core City Energy Project operations including operational planning and execution, coordination of legal agreements with cities and consultants, relationships with CEP cities, and development of work plans and other organizational tools that keep the project on track and achieving its ambitious goals.
Personnel Management:
- Manages remote IMT staff and consultants who provide in-city support in the 10 CEP cities
- Manages the hiring of new staff and consultants, in close coordination with leadership in CEP cities
- Oversees an IMT Program Associate who supports all the work mentioned herein
Operations:
- Develops and issues RFPs for required services, reviews submitted proposals, leads the selection of service providers, negotiates contracts and service agreements
- Monitors delivery of services from vendors for compliance and fulfillment of commitments
- Manages and oversees procurement, contracting, and invoicing related to CEP support
- Collaborates with other IMT programs to coordinate support for the City Energy Project, including commercial energy efficiency finance and green leasing/tenant engagement
- Occasionally travels to participate in conferences, meetings and other events
Project Management:
- Develops and maintains work plans in close coordination with other CEP staff to keep activities of the project on schedule and to ensure successful accomplishment of key performance indicators
- Tracks and maintains CEP's budget, expenses, and projections based on reports from IMT's CFO
- Develops reporting templates for CEP cities, synthesizes findings and outcomes of the reporting cycles, and puts solutions into motion that ensure CEP meets its ambitious goals
- Leads and sets the agenda for biweekly calls of IMT and NRDC Hub staff
- Plays a lead role in developing strategy and content for CEP retreats attended by all city staff
Preferred Qualifications
- Undergraduate or graduate degree in political science, economics, finance, business or related field preferred
- Minimum of three years of experience in energy efficiency; minimum of three years of experience with organizational or project operations (years of energy and operations experience may overlap)
- Demonstrated record of managing multi-dimensional projects
- Diplomatic, professional, and creative working style suited for collaborating with multiple partners
- Experience managing staff preferred
Compensation: This is a full-time position that will be paid with salary commensurate with experience and work schedule.
