Tillamook County is a General Law County organized in 1853. Located on the North Oregon Coast, it has a population of 24,000. Tillamook is the home of world famous Tillamook cheese, and the dairy industry is a major player in the local economy. Other major industries include forest products, fishing and tourism.

Tillamook County is comprised of 75 miles of scenic coastline, four bays and five major rivers surrounded by the majestic Coast Range. Tillamook, the County seat, is located only 75 miles from the cultural and entertainment amenities of Portland. Tillamook County has a workforce of approximately 275 employees represented by two bargaining units. Union Affiliation is AFCSME.

Position Overview:

Tillamook County is seeking candidates for the Land Use Planner 2 position in the Community Development Department.

Responsibilities:  

  • The Land Use Planner 2 researches, develops, reports on, analyzes, interprets, and enforces state and local land use regulations and plans. 
  • The Land Use Planner 2 is considered to be the journey level of the classification where the incumbent works with projects having standard complexity: ordinance amendments, zone changes, subdivisions, flood zone requests, conditional uses, variances and other discretionary land uses, and ordinance violations.
  • This position responds to public inquiries and public agency requests to interpret land use and zoning ordinances, policies, and procedures. 

Qualifications:

Education & Training 

  • Bachelor's degree in land use planning or a related field and two years of progressively responsible experience in land use planning at a city, county, or regional level, OR an equivalent combination of education and experience.
  • A Master's degree is preferred and may substitute for one year of required experience.
  • Training in the National Flood Insurance Program (NFIP) and/or designation as a Certified Flood Manager (CFM) may substitute for experience.
  • Upon appointment, a valid Oregon Driver's License and acceptable driving record is required. 

Knowledge 

  • Knowledge of land use planning concepts, principles, techniques, and practices.
  • Knowledge of federal, state, and local statutes, regulations, and ordinances concerning land use.
  • Knowledge of enforcement techniques and procedures.
  • Knowledge of procedural requirements for public hearings and land use administrative decisions.
  • Knowledge of specialty areas in land use planning (farm/forest resource lands, aggregate sites), and a working knowledge of GIS. 

Abilities 

  • Able to conduct research and compile and analyze technical data.
  • Able to make decisions independently in accordance with established policy and procedures.
  • Able to use judgment and discretion in interpreting complex guidelines, ordinances, etc. in light of the issue at hand.
  • Able to communicate effectively both orally and in writing.
  • Able to produce clear, concise written reports, decisions, analyses, etc.
  • Ability to manage multiple tasks and complete work within required time frames.
  • Able to courteously meet and deal with other employees, public agencies, consultants, contractors, engineers, Planning Commission members, committee members, County Commissioners, and the public.
  • Able to remain calm and use good judgment in stressful or high pressure situations. 

Physical Demands and Work Environment: 

  • Work is performed in an office environment with occasional field work. 
  • Work may require bending, lifting up to 25 pounds, stooping, standing, and walking.
  • A moderate amount of driving may be required. 

Compensation: The salary range for this position is $3671- $4688 per month.
