Position Overview:
The Land Use Plandner 3 researches, develops, reports on, analyzes, interprets, and enforces state and local land use regulations and plans. The Land Use Planner 3 is the senior level staff member who has responsibility for the more complex planning and land use issues as well as current planning actions and decisions. The Land Use Planner 3 has primary responsibility in the development of recommendations for final action by the Planning Commission or Board of Commissioners. This position is specifically responsible for Coastal Resource Planning duties including implementing and maintaining the County's Coastal Resource Planning Program (including the Coastal Zone Management Act).
Qualifications:
Bachelor's degree in land use planning or a related field and 3 years of progressively responsible experience in land use planning at a city, county, or regional level that includes successful experience in the specialty area to which assigned. A Master's degree is preferred, and may substitute for 1 year of the required experience. Training in the National Flood Insurance Program (NFIP) and designation as a Certified Flood Manager (CFM) is desired. Experience in land division techniques and practices may be used to offset experience. At time of appointment, a valid Oregon driver's license and acceptable driving record is required.
Knowledge:
Knowledge of land use planning concepts, principles, techniques, and practices. Knowledge of federal, state, and local statutes, regulations, and ordinances concerning land use. Knowledge of enforcement techniques and procedures. Knowledge of procedural requirements for public hearings and land use administrative decisions. Knowledge of a specialty area of planning such as upland resources (i.e. farm and forest lands, aggregate sites), and a working knowledge of GIS.
Abilities:
Able to conduct research and compile and analyze technical data. Able to make decisions independently in accordance with established policy and procedures. Able to use judgment and discretion in interpreting complex guidelines, ordinances, etc. in light of the issue at hand. Able to communicate effectively both orally and in writing. Able to produce clear, concise written reports, decisions, analyses, etc. Ability to manage multiple tasks and complete work within required time frames. Able to courteously meet and deal with other employees, public agencies, consultants, contractors, engineers, Planning Commission members, committee members, County Commissioners, and the public. Able to remain calm and use good judgment in stressful or high pressure situations.
Physical Demands and Work Environment:
Work is performed primarily in the office, but occasionally in the field. Requires bending, lifting up to 25 pounds, extended periods of sitting, standing, and walking. Field work may require walking on uneven terrain, through wooded areas, and along stream banks. A moderate amount of driving will be required.
Compensation: Salary Range: $4023 - $5131per month
