Position Overview 

CBF seeks a Financial and Grants Manager for our Environmental Protection and Restoration (EPR) department. This position is based at its Philip Merrill Environmental Center headquarters located in Annapolis, MD. 

 

Context of the Position:


This position will perform budget planning, budget management and grant management functions for the Environmental Protection and Restoration Department. This position oversees departmental budget management functions including advising on budget management strategies, conducting budget analysis and producing budget reports. 

It will also develop and manage Federal, State, and Private Grants, including preparing grant proposal budgets, and monitoring and reviewing grant implementation and grant expenditures to ensure compliance with grant deliverables, terms and conditions. Prepares grant financial reports and submits to the Finance Department for final review.  Ensures that appropriate documentation is prepared and maintained to support grant reporting and periodic audits.

This position requires an understanding of and professional experience in budgeting, accounting, and financial systems in order to work on both routine, everyday oversight of budgets as well as complex assignments in a collaborative manner with some degree of independence.   


Responsibilities

 

Essential functions include:

 

Budget Planning: 

 

  • Provide a key leadership role in coordinating the annual budget development process for the Department;
  • In partnership with the Finance Department, oversee and coordinate budget management functions for the EPR Department;
  • Advise the Vice President of EPR on budget management strategies;
  • Monitor budget to actual expenditures, produce regular and special budget reports, and calculate budget adjustments caused by revised projections;
  • Partners with EPR’s state budget managers to develop proposed fiscal year budgets for the EPR Department; Analyzes departmental financial information along with organizational goals and projections to develop multi-year budget projections and scenarios;
  • Ensure that departmental budgets are accurately reflected and updated in organization’s financial systems;
  • Help to identify and resolve any issues that arise; and
  • Maintain a database of department salary allocations and ensure that staff time is properly accounted for.

 

Grant Management:

 

Perform financial administration and reporting of grants to include, but not be limited to:

 

  • Preparation and timely submission of grant applications, including budgets and reports, development and adjustment of associated budgets, coordination of budgeted funds including screening and processing requests for expenditures and ensuring the timely application for reimbursements from the funder;
  • Serve as a liaison with principals and other departments, including the Finance Department and Development Department, on issues regarding grants;
  • Oversee and coordinate the preparation and timely submission of grant applications, application amendments, grant management processes, and budget transfers;
  • Ensure compliance with grant covenants following all rules and regulations;
  • Work with the Finance Department to manage special audits conducted by grantor and maintain auditable records for all grants;
  • Prepare and submit reports regarding Federal, State, and Private Grants, as required;    
  • Monitor grant awards, provide oversight for accounting of the funds to appropriate department codes, for budget and expense activity, ensuring ongoing compliance with grant restrictions to ensure the successful completion of grant deliverables;   
  • Manage grant execution to ensure compliance with grant covenants and proper grant codes are utilized including match requirements, allowable reimbursements, detailed accountability requirements, and tracking including proper staff time keeping;    
  • Monitor grant activity, including new grants received, to ensure new grant funding is incorporated into the EPR budget;
  • Maintain cognizance of allowable reimbursement rates for each granting agency;
  • Prepare applications and agreements for other special funding sources such as Regional Conservation Partnership Program (RCPP) and Natural Resources Conservation Service (NRCS) Contribution Agreements; and
  • Organize periodic team meetings to review grant deliverables, troubleshoot problems, and maintain progress in meeting grant deadlines.

 

Other Responsibilities:

 

 

  • Other projects and duties as assigned by the VP of EPR.
  • Review timesheets of all EPR staff after supervisor approval and submit timesheets to the Payroll department. 
  • Also work with the Payroll department to maintain sick/vacation leave records for EPR Headquarters staff.

 

 

 

Qualifications

 

Professional Experience & Qualifications:

 

 

  • Bachelor's degree in business, finance or other appropriate discipline, plus four to five years of relevant financial and grants management experience, or a combination of education and experience from which comparable knowledge and skills are acquired, preferably with grants management for a not-for-profit 501(c)(3). 
  • Good understanding of non-profit business operations and federal/state grant and contract funding mechanisms. 
  • Broad base of relevant technical knowledge and skills related to accounting and financial management systems, with some fund accounting/non-profit experience desirable. 
  • Strong planning, administrative, organizational, personnel and budget management skills.
  • Ability to deal effectively with and represent the Department to a wide range of state and federal agencies, sub-grantees, financial institutions, vendors, consultants, and others, including good basic negotiating skills.
  • Ability to work effectively with other Departmental staff members, Board of Trustee members, and affiliated organizations.
  • Must be proficient with Microsoft Office software and financial software, preferably Epicor, Active Planner and Crystal Reports.
  • Exceptional communication and interpersonal skills with the willingness to work both independently and collaboratively are important.
