Your Position With TNC

The External Affairs Senior Manager develops, coordinates and/or implements strategies to achieve the Conservancy’s goals through interaction with governments, multilateral agencies, and/or the corporate sector.

Note: The External Affairs Senior Manager (Oceans) reports to the Director of Indonesia Oceans Program and is based in Jakarta.

Essential Functions

Relationship Building & Partnership:

  • Manages the external affairs aspect of the programs with external stakeholders relevant to the MoU of YKAN; particularly a focal point to the Ministry of Marine Affairs and Fisheries (KKP), Ministry of National Development Planning (Bappenas), Coordinating Ministry for Maritime and Investment, as well as relevant bilateral and multilateral donor agencies.
  • Develops and implements effective partnership strategies with other relevant stakeholders to support the Oceans program.

Policy Works:

  • Promote innovative solutions and policy recommendation derived from YKAN programs’ research, experience, and lessons learned to the government, to influence the government agencies and industry associations policies toward sustainable and responsible ocean management.
  • Coordinates and supports policy works carried out at the sub-national levels by the program team, including linking them to the national policymakers, and keeping tracks the different policy influence/interventions carried out; with priority on the issues of small-scale fisheries, harvest strategy, the governance of blue carbon, marine spatial planning, responsible aquaculture, and ecotourism.
  • Designs and supports necessary policy analyses, including help synthesizing lessons learnt, into policy briefs, policy academic papers, etc.

Public Funding;

  • Facilitating effective communication of the oceans program team with various funding institutions, but not limited to, multilateral and bilateral funding agencies, national sources of funding, as well as other public or private funding sources.
  • Co-writing concept notes and proposals with YKAN team in response to funding opportunities.
  • Leverages YKAN work from other funding sources with Public Funding to enhance public-private partnerships.

Sustainable Practices:

  • Ensures that all of YKAN activities comply with government regulations and performance standards in sustainability.

Supervising:

  • Develops TORs, draft contracts for various consultant.
  • Oversee consultant’s activities and performances.

Responsibilities & Scope

  • Supervises administrative and/or professional staff with responsibility for performance management, training and development.
  • Financial responsibility may include working within/managing a budget to complete projects, negotiating and contracting with vendors, assisting with budget development, and meeting fundraising targets.
  • Responsible for meeting departmental strategic goals and objectives.
  • Communicates professionally with a wide variety of people from different cultures.
  • Prepares and presents project proposals and negotiates with federal, bilateral and multilateral agencies and/or the business and corporate sector, to achieve program goals.
  • Accountable to persuasively convey the mission of YKAN to diverse groups including key legislators, government officials and others who are critical to the YKAN’s overall public funding strategies.
  • Works in partnership with other organizations in a collaborative and consultative or advisory capacity.
  • Ensures program compliance with internal policies and external requirements.
  • Ensures that the program complies with federal lobbying laws and regulations.
  • Develops and implements multi-year fundraising strategies, and goals.
  • Effectively directs and or participates in complex negotiations.
  • Develops constructive and effective working relationships inside and outside the Conservancy.

Qualifications

Minimum Qualifications:

  • Bachelor’s degree in political science, environmental policy, business or related field and 6 years of senior management level experience in government relations, corporate sector, or equivalent combination of education/experience.
  • Supervisory experience.
  • Fluency in English verbal and written.
  • Direct experience working with partners and government agencies.
  • Project management experience including coordinating the work of other professionals inside and outside an organization.
  • Proven experience in strategy development and implementation.
  • Demonstrated relationship building skills.
  • Experience negotiating complex high profile or sensitive agreements.
  • Proven written and verbal communication and presentation skills.
  • Experience in facilitating multi-stakeholder working groups, national and sub-national level, to support policy development, and program design and implementation.

Desired Qualifications:

  • Master’s degree, PhD preferred in natural resource management, environmental policy, political science or other relevant field and 6 - 8 years of experience in natural resources management.
  • Multi-cultural experience appreciated.
  • Experience in government and corporate relations appreciated.
  • Experience presenting to and communicating with mid to senior-level individuals within the government, public funding agencies, and corporate sector.
  • Excellent team player with experience working in multi-disciplinary groups, using influence and interpersonal skills, listening, diplomacy and tact to build strong relationships with governments, corporations, partners, donors, volunteers, and all levels of staff.
