Position Description:
Bay Area Commuter Services (BACS), a non-profit 501 (c) (3) transportation agency is seeking an Executive Director (ED) with administrative, marketing and public affairs experience. BACS is the regional commuter assistance program serving the five counties of Hillsborough, Pinellas, Pasco, Hernando and Citrus Counties. The agency promotes such commuting options as transit, vanpooling, carpooling, bicycling, walking, telecommuting and alternative work hour programs. The ED is responsible for planning and managing the agency. He or she creates and implements work plans to achieve the agencys mission and goals and manages the day-to-day operations of the office.
Required Knowledge, Skills and Abilities:
This position requires:
- Supervisory skills and the ability to oversee a staff of thirteen, multiple grants, and a million dollar budget.
- It also requires knowledge of transportation issues and TDM concepts and strategies.
- Understanding of sales and marketing principles and practices, as well as a good understanding of politics and urban planning is also desired.
- Candidate should have excellent interpersonal and communication skills, the ability to evaluate program effectiveness and experience administering contracts.
- Qualified applicants should possess the ability to establish and maintain effective working relationships with the business community, officials and the public.
Minimum Qualifications:
- Bachelors Degree in Planning, Public Administration and/or Transportation related fields, Masters Degree desirable.
- Six years of appropriate work experience in planning, marketing and/or transportation Demand Management, including at least two years of management experience.
- Candidate should have experience managing budgets and be able to effectively present information and respond to questions from Board of Directors, government officials, funding agencies, employers, customers, and the general public.
- Candidate should be able to oversee and direct staff whose responsibilities would include developing new programs, evaluating program effectiveness, working with spreadsheets, and writing documents in styles ranging from evaluative reports to advertising copy.
Salary: $45,000 - $60,000
