Position Overview

The objective of this Environmental Support Analyst II position is to provide technical assistance in the execution and monitoring of energy security and sustainability goals established by Statute, Executive Orders (EOs), Department of Defense (DoD) policy, the Army Campaign Plan (ACP), and the Energy Security Implementation Strategy (AESIS).

Note: Active Secret Security Clearance Required.  

Responsibilities 

Typical activities include but are not limited to: 

  • Help collaborate with other Army and Government agencies as needed to acquire information related to subject areas. Reviewing pending legislation and their impacts.
  • Advise on organizational collecting and cross-sharing of information, team coordination and tracking; consolidate information, and development of plans and objectives.
  • Advise the Assistant Secretary of the Army (Installations, Energy and Environment), Under
  • Secretary of the Army and Secretary of the Army OASA (IE&E) on capabilities and requirements.
  • Help develop, coordinate and oversee execution of integrated Office of Energy and
  • Contingency Basing Office campaign plans.
  • Help provide direct support to senior Army officials in internal decision-making processes and DoD; and other Agency deliberations to institutionalize policy, strategy, plans and programs and budgets, with the goal of ensuring synchronized and integrated results.
  • Serve as Principal Army contact for the Office Secretary of Defense (OSD) and other Agencies and the U.S. Congress.
  • Help develop and implement strategy, policy, plans, programs, funding priorities and capability solutions encompassing all the doctrine, organization, training, materiel, leadership and education, personnel and facilities domains.
  • Help develop, implement and evaluate strategic communications for the Army, Reserve Component, OSD, the U.S. Congress and the public.
  • Advise OASA (IE&E) on appropriate tasks to the Secretariat and Army Staff to accomplish specific missions and functions.
  • Advise OASA (IE&E) to convene meetings with the senior leadership of the Army as necessary to debate issues, define and provide direction and seek advice.
  • Aid in the preparation of publication of articles and senior leadership speeches as needed, and continue to promote and communicate the accomplishment of the Army in the area of energy security; develop graphics and charts that depict Army energy data, strategic/action plans or other related information; create a regular communication tools designed to innovate energy security programs, such as: "Fact Sheets" and "Newsletters" or website input; respond to requests for information or comments related to energy security from other organizations.
  • Implementing plans and requirements, and develops reports and systems.
  • Strong knowledge of, and experience with analytical and evaluative methods and techniques, to include qualitative and quantitative analysis, comprehensive studies and development of assessments, recommendations, and position statements. 

Qualifications  

Required experience: 

  • Army Energy and Sustainability Programs: 5 years 

Required education: 

  • Bachelor's Degree
