Position Overview:
Under general supervision, provides environmental expertise, technical and regulatory support, and training and oversight primarily in the area of water-released issues to wholly-owned and/or managed operating assets, located in U.S., including fossil, nuclear and renewable energy plants. The position may also support licensing activities and/or environmental due diligence reviews for new and existing facilities.
NOTE: This position may also be filled at the Senior Environmental Specialist level.
Responsibilities:
(*essential job functions)
1. Provide regulatory analysis, advice, and expertise for all aspects related to the Clean Water Act including, but not limited to water quality standards, aquatic ecological impacts, NPDES permit issues, etc. Responsibilities cover emerging, proposed and existing regulations at both Federal and state levels. Develop positions and prepare and present Issue Summaries for Management, as needed.
2. Serve as technical resource to support environmental compliance and management activities for fossil and nuclear generation assets and/or fuels operation investments, including supporting plant-level environmental compliance tasks, as necessary to supplement plant environmental staff resources.
3. May assist with managing (including screening and selection) environmental contractors assigned to supporting various projects. As part of risk management responsibilities, review the work product of contractors and identify needs to meet project expectations.
4. Participate in professional, industry, and/or regulatory organizations and associations, as required, to help achieve the Company's strategic goals in shaping legislation, state and federal agency policies/guidance, etc.
5. Identify, analyze, and recommend environmental strategies necessary to meet business and environmental risk goals.
6. Monitor environmental compliance at facilities to assure laws and regulations, as well as Company Environmental Policy and Expectations (results) are achieved. Responsibilities may include performing internal audits and managing third-party environmental compliance audits.
7. Support due diligence efforts (with a focus on Clean Water Act-related activities) during the acquisition or divestiture of facilities.
8. Track and report on environmental matters associated with assigned projects, including input to environmental performance metrics.
9. Handles other duties, as assigned.
Qualifications:
Education/Experience:
- Bachelors degree in environmental-related science or related field with specialization in aquatic/marine biology or chemistry. (Advanced degree preferred.)
- Minimum of 3-4 years of relevant experience.
- Previous work experience in power generation, including fossil, nuclear and renewable energy plants is desirable.
Knowledge:
1. Strong experience and knowledge in the Clean Water Act, including water quality, aquatic impact assessment, intake/discharge [Section 316(a) and (b)] issues, wastewater, storm water, industrial discharges, permit application and negotiation, and permit compliance.
2. Broad-based knowledge of other environmental disciplines (air, natural resources, waste management, etc.) related to power generation projects, including a mix of technologies and fuels, and related federal, state, and local laws and regulations.
3. Experience with integrating environmental and business issues. Broad regulatory planning, risk analyses, management and negotiation/influence skills and experience are desired.
4. Experience with program and permit audits / inspections including monitoring report submissions, record keeping, and action-item resolution.
5. Basic background and understanding of power supply generation (e.g., nuclear, natural gas, fuel oil, hydro, coal, fuel supply, etc.).
6. Experience with environmental auditing (compliance and Environmental Management System [EMS]) and internal assessments desired.
7. Community interface and support of public meetings, working groups, permit reviews and notices.
8. Awareness and compliance training of facility personnel on multimedia issues to integrate policy and procedures across the operating companies.
9. Ability to conduct due diligence activities, including, but not limited to organizing and performing reviews of existing facilities and/or potential acquisitions and their respective environmental systems to assess potential liabilities, performance, reliability, and potential O&M costs.
Other Skills/Abilities:
Excellent analytical skills with demonstrated ability to analyze multifaceted situations/problems/concepts along with the capacity to venture beyond core competencies to assure overall project success.
Ability to work independently in a fast-paced setting with minimal supervision at times, but also needs to be a strong team player to support other business activities of the company. Demonstrated ability to use personal computer, associated software and environmental information programs, including software such as Excel, Word, and PowerPoint.
Project management skills with an emphasis on the need to manage costs and schedules and enhance project (asset O&M) environmental costs and performance desirable. Strong verbal and written communication skills with effective interpersonal skills.
Other:
- Must be able to meet and maintain the requirements of unescorted access at a Nuclear Power Plant.
- Ability to work overtime and travel as required
- Must be able to serve on the emergency response team, when called.
