~ Headquartered in the "Emerald City" of Seattle, Washington, the award-winning King County Wastewater Treatment Division (WTD) safeguards public health and enhances the environment by collecting and treating wastewater while recycling valuable resources for the benefit of the world-renowned Puget Sound region. ~
King County owns and operates the largest wastewater agency in the Pacific Northwest, serving 1.6 million residential, commercial, and industrial customers. The Division operates and maintains three regional treatment plants, two local plants, and all associated conveyance and off-site treatment and collection systems.
Position Overview
WTD seeks an accomplished marketing and management professional to lead its Stewardship & Sustainable Resources section.
Reporting directly to the Division Director, the Environmental Marketing Manager develops and sustains customers and markets for safe, environmentally friendly products made from the renewable urban waste stream. Current product lines include Loop® biosolids soil amendment, recycled water, and renewable energy products.
The Manager oversees external relations and program operations for all "waste to resource" programs, including education and outreach, with 16 employees and a $15 million annual budget.
Responsibilities
The performance expectations of this position include:
- Manage the Stewardship & Sustainable Resources section's various programs and activities to deliver products and services that meet operational, regulatory, and user needs.
- Serve on the Division's senior management team to lead and implement division-wide work plans and performance standards, and uphold WTD's organizational values.
- Build effective teams and supervise the work of technical, professional, educational, and administrative staff.
- Develop work and performance expectation plans and manage work of the Section; manage Section supervisors and staff including hiring, performance, training, coaching and discipline; ensure regular and timely communication of program issues to staff.
- Develop and implement business plans, demographics and research, and brand and marketing strategies to develop new partnerships and markets for WTD products and services; grow support locally and nationally for recycling of resources made from the renewable waste stream.
- Strategize and implement new systems to improve customer relations and product development work within the utility; grow internal and external pride for Division products and services and their value to the community.
- Manage public education and outreach by supporting current and expanding education programs and facilities (e.g. Brightwater Education Center) and growing regional partnerships.
- Work closely with managers and staff across the enterprise including operations and maintenance, engineers, planners, and compliance officers. This position oversees contracts and work products associated with quality assurance, customer use, and regulatory compliance requirements.
- Direct the work of supervisors and staff who manage consultants, vendors, contract employees, and partners implementing field operations statewide.
- Develop, implement, and maintain the budget and monitor expenditures within established guidelines.
- Act as the Section/Division's representative with external consultants, elected officials, other municipalities, community leaders, media, and the general public.
Qualifications
Qualifying Education and Experience:
- The ideal candidate combines effective marketing acumen, savvy relationship building skills, and strong program management experience to help make King County WTD an industry-leading carbon neutral operation;
- Requires the equivalent of a Bachelor's degree in business, public administration, public relations, marketing, product management, environmental management, planning, or a related field;
- As well as 5 years of experience working in product management, market development, customer relations, communications, outreach/education, or related sectors; and
- 5 years of experience managing staff including staff development and performance management for various disciplines (e.g., engineers, educators, scientists, planners, and project managers).

Compensation: The annual salary range is $100,364 - $128,330 DOQ. In addition, King County offers an excellent benefits package.
