Description

Under general supervision, incumbent performs a variety of technical and sub professional engineering support work in the field and office, and performs related natural resource conservation work as required. Incumbents will work independently in performing a wide range of work in one or more areas of office engineering, field engineering, surveying, Best Management Practices planning, inspection, materials testing, and permit support work.

Incumbent will assist private landowners in effective land stewardship and resource conservation through the Backyard Conservation Program. The individual will interact closely with private and public landowners and cooperators of the Tahoe Resource Conservation District. The hiring for this position is dependent upon the needs of the District and the availability of funding to support the position.


Duties and Responsibilities

  • Performs a variety of basic technical engineering support work with primary responsibilities in the design of residential conservation practices.
  • Prepares and reviews Backyard Conservation and Best Management Practices (BMP) site plans for residential parcels.
  • Assists with and prepares estimates and specifications.
  • Assists with and performs construction inspection and facilitates implementation of BMP designs through establishing and maintaining contacts with landowners and contractors.
  • Ensures compliance with applicable regulations, design specifications and standards.
  • Performs field and office work related to property and right-of-way boundaries, including the research of records and files for the preparation of site plans.
  • Performs drafting and/or mapping assignments using manual or computer aided methods.
  • Assists in issues of public right-of-way encroachment, driveway and other permits.
  • Performs basic analysis of erosion control and drainage issues for the design of site evaluations.
  • Provides information to the public, contractors, engineers, developers, and representatives of other government agencies.
  • Makes a variety of engineering and mathematical computations and calculations.
  • Uses a computer and electronic calculator to solve a variety of engineering related problems.
  • Prepares and maintains accurate records, correspondence and technical reports.
  • Provides assistance to other staff through technical reviews and on-site visits.
  • Performs manual labor as assigned using hand tools to implement Backyard Conservation Program demonstration projects.
  • Supports grant funding documentation through progress and accomplishments updates to the Program Coordinator.
  • Performs additional services and other related duties as directed by the District as required for the Backyard Conservation Program.

Supervision

For administrative purposes, this position will report to the Tahoe Resource Conservation District's Backyard Conservation Program Coordinator.


Knowledge

Principles, practices, and terminology of a variety of engineering technical support work including hydrology, hydraulics, drafting, mapping, design, construction, survey, and field inspection. Common construction methods and materials used in Best Management Practices. Knowledge of engineering mathematics, including geometry, algebra and trigonometry. Uses of computers and computer applications related to engineering work. Standard office practices and procedures, including written and oral communications. Practical knowledge of a broad range of soil, water and resource conservation principles.


Skills

Computer and manual drafting to prepare site plans. Analyzing and evaluating storm water runoff from residential developments. Developing plans to convey and infiltrate through conservation practices. Prepare correspondence, notes, and other written materials for landowners, the public and staff. Making field inspections to ensure compliance with plans and specifications. Interpreting and reading engineering plans and specifications. Following complex written and oral technical instructions. Making accurate mathematical and engineering calculations and computations.


Minimum Requirements

The minimum requirements for this position include:

  1. Three years of job experience in engineering or College level course work in geometry, trigonometry and algebra may substitute for one year of the required job experience, or

  2. Two years of college course work or the equivalent to possession of an Associate of Arts/Science degree in a pre-engineering or a closely related curriculum may substitute for two years of the required experience.

Must be willing to work some weekends (not exceeding 40 hours in one week). Ability to work with minimal supervision performing work duties in the field. Possess a valid driver's license and show evidence of a favorable driving record. Compensation

The position of Engineering Technician is a full-time position until grant funding sources are exhausted. Pay is $14.00 per hour. This position includes the following benefits: Health benefits including medical, dental and vision. Also included are State of California Workers' Compensation Insurance, California State Unemployment Insurance, California Disability Insurance and Social Security.
