PURPOSE:
Perform analysis of federal loads for green power purchases. Coordinate the WPA anemometer loan program, including specifying and purchasing of appropriate anemometer equipment, analysis of wind applications, providing technical assistance to approved applicants on siting and installation, and analysis and archiving of wind resource. Provide technical assistance to Native American tribes on wind applications and economics. Develop and apply spreadsheet tools for comparing economics and performance of wind options. Participate in wind workshops for various wind stakeholder groups. Train analysts and support organizations in the use of the wind analysis tools. Analyze the performance of pilot, verification, and special study projects. Document, by means of case studies and technical papers, the performance of various wind applications and ownership options. DUTIES:
Analysis and technical assistance to WPA federal load aggregation effort. This will require analyzing energy use data, interacting with a variety of data sources (people and databases), and summarizing and presenting the results. Coordination and technical assistance to WPA NA wind resource assessment and development options. This includes managing the process of specifying the equipment, purchasing same, communicating with potential applicants, reviewing the applications, interacting with the applicants on the siting and potential application, providing on-site TA for installation and training, analyzing the monthly data, developing monthly and annual reports, and hosting end-of-project workshops on development options. Develop and apply spreadsheet tools for the analysis of wind applications. This requires evaluation of the specific application (e.g. irrigation) to determine the important parameters in shaping its performance and economics; developing a spreadsheet that captures same; adapting the spreadsheet for different state, ownership, and financing arrangements; and applying the spreadsheet to specific situations. This will entail training other users in the use the spreadsheet. Duties also include reduction and analysis of field performance data, participating in the development of a data acquisition strategy for specified wind field projects, conducting quality control, reduction and analysis of raw data, and producing appropriate reports. REQUIRED:
Master's degree in mechanical engineering or equivalent relevant experience, plus three years relevant experience. Demonstrated experience in analysis of wind and related energy systems, data analysis, data acquisition systems, anemometry, and operation of personal computers. Proven experience with the analysis of wind turbine project technical and economic performance. Ability to interact with technical and administrative personnel and represent program interests with effective communications and interpersonal skills. PREFERRED:
A minimum of three years experience in wind systems analysis and testing in an R&D environment. Experience with state-of-the-art systems analysis computer models, data reductions techniques, and data validation techniques. Demonstrated experience with the design, siting, permitting, and installation of wind turbine projects. Understanding of the legal, regulatory, and market forces influencing the application of wind power.
