The Green Jobs Alliance (GJA) is a 501c3 nonprofit established in response to the Green Jobs Act of 2007. GJA mission is to support the development of the green economy through development of policies and programs that support the growth the energy efficiency, green building and renewable energy sectors.

GJA's mission related to energy efficiency is to help facilitate unprecedented utility (energy and water) savings by retrofitting buildings and installing renewable technologies in residential, multifamily, and commercial buildings. Based on an alliance and membership model, GJA will work directly with property owners as well as stakeholders in government, business, and other nonprofits to help create a sustainable energy future for our community.

As an energy services organization, GJA's focus is on:

  • Building science and energy use behavior
  • Emphasizing energy conservation and efficiency (first logical focus)
  • Phasing in alternative/renewable energy generation (secondary focus)
  • Putting people to work, revitalizing our local construction industry
  • Developing new economic sectors, businesses, infrastructure and community

Position Overview:

The Energy Efficiency Program Manager (EEPM) is a 2 year contract position funded by 2 Department of Energy Grants; Better Buildings Program (BBP) and Weatherization Innovation Pilot Program (WIPP). The EEPM will be responsible for managing both grant programs.

The EEPM will work in an interdisciplinary, mutually supportive manner to maximize effective delivery of services and resources to single homeowners in the BBP and to low income multifamily property owners in the WIPP in the Hampton Roads region in accordance with GJA's grants. This person will be responsible for conducting his/her specific job responsibilities, as well as being deployed by the Executive Director in response to opportunities and demands for service delivery.

Weatherization Innovation Pilot Proposal Project Summary:

  • Applicant: Prime-Local Energy Alliance Program (LEAP), Sub-Green Jobs Alliance (GJA)
  • GJA Project Manager: Randall Gilliland, Acting Executive Director, GJA
  • Project Title: Proof of Concept: Tackling the Problem of Weatherizing Low Income Multifamily Housing
  • Project Objectives: This proposal represents our objective to deliver energy efficiency programs cost effectively and successfully to multifamily low income residents in 2 different locations in Virginia. The quantitative goals for this proposal are: 1,700 units served (100 properties), $3,500 per unit invested, $400 per unit saved annually, or $5. 95M invested and $684k annually saved. Qualitatively, we hope to show the proof of ESCO concept in low income multifamily housing and the additional efficiency gains possible through a comprehensive tenant engagement program. We will accomplish this by working with receptive landlords and innovative financing products to provide a model for WAP action agencies state or nationwide.
  • Project Description: The Local Energy Alliance Program (LEAP) and the Green Jobs Alliance (GJA) are 2 nonprofit organizations located in Charlottesville, VA and Hampton Roads, VA respectively who will utilize the energy performance contracting concept to structure debt service obligations to be matched or exceeded by annual utility savings.

    Working with experienced consultants Clean Energy Solutions, both organizations will solicit local HVAC and envelope contractors with appropriate credentials to audit the buildings and implement cost-effective measures agreed to by the owners. All participating owners will receive an investment grade audit, one-stop contracting, and financing options which offer to match debt service obligations with annual savings. Retrofit gains will also be enhanced by a residential education and maintenance training program developed by GreenRoots Strategies and deployed by LEAP, GJA and local community nonprofits.

    In addition, bulk purchasing contracts will be negotiated by Perfect Commerce to lower materials procurement costs and provide a potential revenue stream for program sustainability, as will the sale of carbon offsets through a partnership with Maine State Housing Authority. The program's success will be documented via a robust IT Tool which will track customers, tenant reported behaviors, and installation measures - as compared to utility usage and cost savings.

Responsibilities:

  • Meet with and educate (market) homeowners and local multifamily low income building owners on GJA's grant programs.
  • Effectively communicate verbally and in writing to clients the various programmatic and financial resources available to them through GJA, local utilities, and financial services firms.
  • Work with various grant partners (financial institutions, VHDA, contractors, and bulk purchasing subcontractor) to facilitate the planning and retrofit process.
  • Perform walk through and utility bill evaluations of potential properties to ascertain level of opportunity for significant energy gains. (GJA will provide software to assist.)
  • Directly oversee, monitor and evaluate energy auditors and energy service contractors/subcontractors performing the energy improvements.
  • Assist GJA's staff in performing Quality Assurance checks of completed jobs.
  • Collaborate with grant outreach partners in working with homeowners and building residents on energy behavior education.
  • In collaboration with Executive Director, manage budget for grant.
  • Assist Executive Director in fulfilling reporting requirements for the grant.
  • Other duties as may be assigned by the Executive Director in order to carry out GJA's mission with respect to the grants.

Qualifications:

Education:

Bachelors Degree required, advanced degree and/or energy efficiency certification, such as Building Performance Institute Building Analyst and Multifamily Certifications, preferred.

Work Experience:

At least 3 years experience in residential and/or commercial property and/or construction management experience. Also looking for previous experience in the Department of Energy's Energy Efficiency and Weatherization Assistance Programs and/or energy auditing and building retrofits for energy efficiency. Reports to the Executive Director.

Primary Skills:

  • Significant project management experience, including assignment and monitoring of contractors/subcontractors and reporting on work;
  • Understanding of sales tools and sales cycle involved in moving homeowners and building owners through the education and decision-making process involved in energy retrofit work;
  • Self-directed, effective communicator, program marketing and time management skills, and a creative problem-solver.

Compensation: Salary will be competitive and commensurate with qualifications of successful applicant. This is a full-time, approximately 2 year contract position. It is not permanent and does not come with a benefits package.
