Description
The Sonoma County Regional Climate Protection Authority (RCPA) was created in 2009 to coordinate countywide efforts among the nine cities and multiple agencies in Sonoma County on climate change issues. RCPA is assisting the cities and County of Sonoma in implementing their adopted goal of reducing countywide greenhouse gas emissions by 25% below 1990 levels by 2015.
RCPA is made up of the same Board of Directors as the Sonoma County Transportation Authority and includes representatives from each of the nine cities in Sonoma County and the Board of Supervisors.
RCPA manages several programs including a countywide residential energy efficiency retrofit program to conduct energy efficiency retrofits on 13,000 homes in Sonoma County by 2012.
Position Overview:
The RCPA Climate Change Program Analyst assists the Program Manager on a wide range of climate change and emission reduction coordination efforts. This requires a general knowledge of local, regional, state and federal policies related to energy, transportation, planning, water and wastewater as well as familiarity with funding programs and legislative advocacy.
The Program Analyst will be working on a daily basis with city and county staff, as well as non-profit stakeholders and consultants. The Program Analyst must also be able to effectively communicate RCPA's mission to homeowners, the business community, contractors, and the general public at meetings and events.
The position requires knowledge of and abilities relating to:
- Laws and regulations regarding greenhouse gas emissions and emission reduction targets at the local, regional, and state level
- Interdisciplinary emission reduction programs in energy, water, green building standards, transportation, land use planning, and more
- Contract management and reporting contract deliverables
- Interrelationships between government agencies at all levels
- General financial and budgetary matters
- Grant writing
Responsibilities:
- Organizing committee meetings, leading meetings, taking minutes
- Overseeing consultant contracts, invoices and reimbursements
- Tracking and reporting contract deliverables
- Researching best practices
- Giving presentations to groups
- Writing and editing letters, memos, and proposals
- Database management and data entry
- Knowledge of Microsoft Word, Powerpoint, Excel, and Access. Some GIS, mapping, and web database skills helpful.
Qualifications
The minimum qualifications for the Climate Change Program Analyst include:
- A Bachelors degree in environmental policy, management, planning, or a related discipline
- Minimum of 2 years full-time work experience in a climate change-related field, project management, environmental resource management, policy, planning, or related discipline.
The Program Analyst position is considered a part-time extra help employee of the SCTA - 30 hours/week maximum. The initial contract is expected to be 9 months, with possibility for renewal. The Program Analyst is not entitled to the health care and retirement benefits typically provided by the SCTA. Paid holidays will be provided based on the terms of the SCTA Personnel Policies.
Possession of a valid California Drivers License is required.
Compensation: Compensation depends on qualifications and experience with a range of $40,000-50,000/annually.
