Description

PURPOSE:
Lead, plan, and coordinate the center staff and activities of bioenergy research and development (R&D). Provide leadership, strategic guidance, overall technical direction, and management for the NBC, including coordinating NREL's activities with bioenergy work performed at the Oak Ridge National Laboratory (ORNL) and other organizations. Develop technical capability and produce world-class, quality R&D results to continue the NBC's leadership role in bioenergy research. Represent the NBC, NREL, ORNL, and the Department of Energy (DOE) and the interests of bioenergy programs to technical, industrial, stakeholder, political, and international circles. DUTIES:
* Lead the activities of the NBC through communication, decision making, and coordinating activities with other Laboratory operations. Facilitate coordination of NREL's bioenergy activities with those of ORNL and others. Participate in developing new initiatives, Laboratory strategic planning, policies and operating procedures, and in leading the center's strategic operations and project planning. Establish, maintain, and manage an effective organization to ensure overall performance of the NBC within the guidelines set by NREL, ORNL, and DOE and to meet the needs of the NBC stakeholders. Recruit, develop, train, and motivate staff to produce world- class R&D results. Provide leadership to division managers and team leaders in accomplishing assigned program responsibilities and in promoting positive relationships with industry and DOE counterparts. Develop plans for research equipment and laboratories and support NREL and ORNL management and DOE in achieving funding for them.
* Lead and guide the management of the NBC research programs by: fostering innovation and creativity; ensuring coordination of R&D program direction, planning and execution, integration of subcontract research, financial and project management, and interaction with DOE and other potential funding sources; and ensuring effective management of basic and applied research efforts to provide support of the development, advancement, and communication of R&D, as well as achieving efficient, cost-effective and coordinated R&D programs. Guide the transfer of technology, support transfer of technology and maintain external relationships. Ensure support for implementation of DOE's bioenergy programs. Partner with U.S. bioenergy industry to achieve the cost and performance goals to make bioenergy technologies competitive on a global scale.
* Ensure the center is provided leadership to foster an awareness of environment, safety, and health (ES&H) excellence. Lead the development and implementation of the center's ES&H management plan and assure compliance. Implement the Laboratory Affirmative Action Plan and establish guidelines for development and recruiting staff. REQUIRED:
Ph.D. in science or engineering, or equivalent relevant education and experience. Minimum of 15 years of demonstrated success in managing and directing R&D programs. Expertise in one or more of the major research areas or working knowledge of all major research areas under position's span of responsibility. Must be familiar with the technical and market issues facing the bioenergy industry today and have an understanding of existing and emerging bioenergy markets. Recognized publications and contribution to bioenergy science and technology and a positive national and international reputation. Strong interpersonal, communication, organizational, and presentation skills. Ability to lead a diverse NREL professional research staff of approximately 75-150 employees and interact with bioenergy research leaders at other institutions. Demonstrated experience in managing subordinate managers. Strong budgeting skills; indirect monetary responsibility is approximately $35 million.
