California Center for Sustainable Energy (CCSE) is an independent, nonprofit organization based in San Diego that serves as an objective resource on energy issues for individuals, businesses, organizations, public agencies and local governments throughout California.

CCSE works to implement energy and climate policy in California through program development and management, technical assistance and education and outreach. With a primary focus on facilitating renewable, sustainable and efficient energy technologies and practices, CCSE operates in five focus areas: energy efficiency, renewable energy, climate change, transportation and green building.

Position Overview:

Improving the energy performance of existing homes and businesses is an increasing focus of state and federal policy, and is the basis for several new regional, state and national programs. CCSE is implementing several of these programs with the goal of directly assisting the building performance market to scale up quickly and sustainably.

This is a tremendous opportunity for a capable, experienced and collaborative professional to have a long-term positive impact on California's energy and economic landscape through enabling widespread energy efficiency improvements in existing and newly constructed buildings.

The Building Performance Senior Manager (BRSM) will reinforce CCSE's leadership in this critical area of the clean energy marketplace. Program success will require building and strengthening relationships with key regional government colleagues, funding agencies and multiple market stakeholders, as well as effective internal cross-functional team management.

Responsibilities:

Responsibilities include overseeing all aspects of CCSE's building performance programs: developing and implementing program strategies, budgets, training, marketing, quality control and reporting. The BRSM will lead the CCSE building performance program team and ensure it provides exceptional customer service, delivers effective market assistance, and contributes substantively to relevant policy discussions.

Essential Functions 

  • Program Development: Work with building industry stakeholders, local government representatives, regulators and funding agencies to gain buy-in and commitment. Develop detailed implementation plans and program structures. Identify key program needs and develop actions to ensure program success. Leverage market research to tailor program design and implementation details.
  • Implementation: Manage all aspects relating to successful implementation of building performance programs. Develop and oversee detailed program policies and guidelines, team roles & responsibilities, budgets, and schedules. Continuously monitor program effectiveness and implement new approaches as required.
  • Strategic Coordination: Ensure appropriate coordination between existing and future programs, such as the Energy Upgrade California Program, AB 758, municipal -funded initiatives, workforce efforts, Zero Net Energy Buildings, Property-Assessed Clean Energy (PACE) Programs, Weatherization Assistance Program, Middle and Low-Income Energy Efficiency programs, ,and others as they evolve. Adapt programs to local government needs where valuable and feasible.
  • Regional & Statewide Leadership: Develop and sustain positive, productive relationships with a variety of core industry stakeholders: builders and contractors, architects, training organizations, local and state government permitting and inspection officials, and real estate professionals-just to name a few. Guide CCSE's leadership of the region's Retrofit Advisory Committee.
  • Statewide Networking: Maintain key relationships with funding agencies, state regulators, and counterpart agencies engaged in building performance programs elsewhere in the state.
  • Outreach: Identify and leverage all appropriate channels and partners to publicize and disseminate program information. Work with CCSE Marketing to develop a comprehensive outreach strategy, produce collateral, manage program launch, and perform ongoing education and outreach.
  • Training: Team with CCSE Workforce Development staff and training organizations to develop, deliver and oversee training for contractors, building officials and other industry stakeholders, and homeowners.
  • Quality Assurance: Develop and manage a program to ensure robust and streamlined quality assurance, coordinated across regional programs, and to rigorously document the performance of industry participants.
  • Evaluation: Together with CCSE Outreach staff, develop and execute a plan for ongoing evaluation of participant satisfaction and contractor performance.
  • Reporting: Create program reports and presentations. Collaborate in and contribute to data analysis.
  • Supervision: Supervise up to staff assigned to specific building performance initiatives.
  • Financial administration: Manage program budget(s), including control and monitoring of program-related expenditures. Ensure monthly tracking and invoicing of program expenses. Prepare periodic financial reports.

Qualifications:  

Essential Knowledge, Skills and Abilities

  • Strong knowledge of residential energy efficiency industry, technologies and current practices. Understanding of the environmental, economic and public health issues related to the built environment, and an appetite to learn more about this rapidly evolving field. Direct experience in California energy efficiency codes and standards, especially Title 24 compliance for both existing and new buildings.
  • Program management ability including: strategic planning, program trouble-shooting, program design/development, and marketing planning.
  • Excellent project management, budgeting and supervisory experience; attention to detail and timely execution of tasks are critical.
  • Demonstrated ability to work independently with minimal supervision, to assume responsibility, to prioritize and resolve problems, to work under pressure in a fast paced work atmosphere and to coordinate and manage complex projects.
  • Highly developed communication skills, both written and verbal; public speaking and presentation experience a must. Ability to be a spokesperson for building performance approaches.
  • Strategic sense and experience building broad-based collaborations.
  • Ability to manage multiple parallel projects.
  • Ability to work cooperatively with decision makers as well as a diverse array of market participants with differing views.
  • Ability to travel and to work flexible hours, as needed.

Preferred Skills

  • Strong understanding of applied building science.
  • Strong knowledge of the commercial energy efficiency industry, technologies and current practices.
  • Mastery of building analysis tools (e.g. EnergyPro, Micropas) and relevant accreditations.
  • Strong financial analysis skills.
  • Experience with CPUC and CEC programs and the CA regulatory environment.
  • Program evaluation experience, including tracking sometimes diffuse and/or indirect outcomes.
  • Knowledge of CCSE Programs.

Education and/or Experience

  • Bachelor's degree in energy engineering, buildings-related field (engineering, architecture, project management), policy, environmental sciences, or related discipline from a four-year college or university. Masters degree strongly preferred.
  • A minimum of three years experience specifically relating to energy-efficient technologies and implementation strategies to retrofit existing buildings and design new buildings, energy management or energy systems through consulting, project or construction management, or other relevant experience.
  • A proven ability to quickly learn new technology and program settings.
  • Outstanding communication skills with the proven ability to utilize these skills across groups.

Computer and/or Technical Skills 

  • Demonstrated high-level of abilities of various computer software programs and fluency in using standard office software packages such as MS Office: Access, Excel, Word, PowerPoint and Outlook.
  • Fluent with MS Office 2007 Suite and Windows XP.
  • Direct experience with EnergyPro, Micropas and other building simulation tools is highly desirable. 

License, Certificates or Registrations 

  • Valid California Drivers License; insurable in the State of California.
  • Must own a licensed and registered vehicle and be willing to use it for work-related purposes.

  • Job responsibilities may require the use of personal or CCSE vehicles on CCSE business. BPRM must be physically capable of operating the vehicles safely, possess a valid driver's license, and have an acceptable driving record.
  • May work some evenings and weekends or work longer hours to meet deadlines.
