Background:
The Nevada Tahoe Conservation District is a special district of
the State of Nevada focused on conservation of natural
resources. The District's mission statement is, "To promote
the conservation and improvement of the Lake Tahoe Basin's
natural resources by providing leadership, education and
technical assistance to all basin users."
The District is
located within the Lake Tahoe Basin and has been implementing
conservation programs since its inception in 1976. One of the
Districts most active programs is the Backyard Conservation
Program, which focuses on implementing Best Management
Practices on residential properties.
The District is currently
looking for an ASSOCIATE PROGRAM MANAGER to lead the Backyard
Conservation Program.
This is a combined technical, grant writing, management, and
supervisory position. The Associate Program Manager reports to
and is supervised by the District Manager/Program Manager.
Qualified applicants should have excellent communication skills
and the ability to work in a dynamic work environment.
Applicants should also have experience with natural resource
issues including urban water quality, irrigation and fertilizer
management, and water conservation. The position will require
the ability to manage a seasonal crew of Conservation
Assistants, manage budgets, coordinate efforts with local
partners, create and implement education and outreach plans,
develop and manage grants, and provide technical assistance to
district residents. The position offers qualified applicants

Salary:
Starting range from $32,000 to 35,000 DOE
General Responsibilities:

Coordinate, administer, and manage all Backyard
Conservation Program activities. - Supervise and oversee all BCP staff.
- With assistance from the District Manager/Programs
Manager seek, develop, and obtain funding for the Backyard
Conservation Program. - Work closely with NRCS and partner agencies to provide
technical assistance and distribute educational material in
written and oral formats to Lake Tahoe Basin residents and
businesses.
Specific Duties and Responsibilities:
- SUPERVISORY DUTIES
- Responsible for coordinating the activities of BCP
Assistants including: - BMP Retrofit site evaluations and associated data
management. - BMP Labor Projects.
- Responsible for the training of Backyard Conservation
Assistants. - Responsible for completing all BCP staff performance
reviews.
- MANAGEMENT DUTIES
- Act as the primary contact for NTCDs Backyard
Conservation Program. - Conduct public meetings and workshops to offer
technical conservation information and stimulate public
interest in the Backyard Conservation Program. - Coordinate with basin partners to provide conservation
oriented technical information and innovative products for Lake
Tahoe Basin land-users. - Promote the Backyard Conservation Program through flier
distribution, website, newspaper, television, and radio news
releases and appearances. Establish working relationships with
local media for the promotion of the Backyard Conservation
Program. - Responsible for managing budgets for the Backyard
Conservation Program. - Responsible for meeting BCP grant deliverables
including creating quarterly and annual reports. - Document program progress and accomplishments. This
includes: - Imputing, updating, and editing the BMP database.
- Produce a monthly staffing report.
- Act as NTCDs primary voice at Partners in
Conservation Working Group meetings.

TECHNICAL RESPONSIBILITES
- Provide technical oversight of all aspects of the
Backyard Conservation Program. - Provide information on natural resource management
needs specific to Tahoe Basin homeowners, land-users, and
businesses. - Coordinate with Basin Partners to Provide in depth
natural resource assistance and distribute modern technical
information. - Coordinate with the Watershed Coordinator to develop
BCP education and outreach programs.

GRANT WRITING
- Responsible for identifying and securing funding for
the Backyard Conservation Program. - Seek to improve grant writing capabilities through
formal and informal trainings that result in the awarding of
funds and projects to enhance the prestige, recognition, and
viability of the BCP.
QUALIFICATIONS:
- Minimum of a Bachelors degree in Environmental Science,
Natural Resource Management, Conservation Biology, Forestry,
Engineering or other related degree. - Demonstrated knowledge of natural resource and
conservation practices such as erosion control, storm water
treatment, restoration ecology, natural resource planning, and
landscape design. - Minimum 1-year experience with supervision and program
coordination. - Excellent management, writing, and communication
skills. - Knowledge and experience with creating and working
within budgets. - Must possess excellent computer skills including
knowledge of Microsoft Word, Excel, Publisher, and Power
Point. Must be able to utilize system e-mail and conduct
internet searches. - Ability to design, input, create, and edit data systems.
- Web design knowledge and experience beneficial.
- Grant writing knowledge and experience favorable.
- Knowledge of Lake Tahoe environmental issues favorable.
