~ The Arizona State Land Department (ASLD) manages approximately 9.2 million acres of State Trust lands within Arizona.  ~

These lands were granted to the State under the provisions of the federal Enabling Act that provided for Arizona's statehood in 1912. These lands are held in trust and managed for the sole purpose of generating revenues for the 13 State Trust land beneficiaries, the largest of which is Arizona's K-12 education. In FY 2013 Trust land revenues exceeded $318,000,000. 

The mission of the Land Department is to manage State Trust lands and resources to enhance value and optimize economic return for the Trust beneficiaries, consistent with sound stewardship, conservation, and business management principles supporting socio-economic goals for citizens here today and generations yet to come. 

Position Overview

ASLD currently seeks an archaeologist who will be responsible for a major statewide specialized natural resource program.

Responsibilities 

  • This position ensures the Arizona State Land Department's compliance with the State Historic Preservation Act (A.R.S. § 41-861 et seq).
  • Moreover, this position coordinates the preservation of cultural resources on State Trust land through the implementation of archaeological mitigation measures among the State Historic Preservation Office, the Arizona State Museum, prospective state trust land users, the private sector, ASLD's natural resources (grazing, mineral, agricultural), rights-of-way, commercial leasing administrators, water rights, dust abatement, off-highway vehicles, and environmental programs.
  • Furthermore, this position provides technical assistance to law enforcement agencies in investigating and prosecuting violations of state trust land cultural resource preservation laws.
  • This position also provides technical assistance to the Office of the Attorney General in matters involving cultural resources on state trust land.
  • This position is responsible for reviewing cultural resource inventory survey reports, work plans, programmatic agreements, memorandum of agreements, intergovernmental agreements, and data recovery reports in consultation with the State Historic Preservation Office, as well as federal and state agencies.
  • This position is responsible for assessing accurate information needed for data entry into the cultural resource management database.
  • This position is responsible for operating a state vehicle for cultural resource field inspections and attending meetings.
  • The incumbent in this position has authority to consult with the State Historic Preservation Office, the Arizona State Museum, as well as federal and state agencies in the administration of ASLD's decisions regarding archaeological investigations on state trust land.
  • Because this position is mandated by the State Historic Preservation Act, the incumbent in this position has the authority to advise the commissioner, division directors, section managers, and administrators regarding ASLD's compliance with the State Historic Preservation Act.
  • This position has the authority to implement mitigation measures regarding cultural resources on state trust land.
  • This position the authority to ensure that archaeological investigations are completed before ASLD finalizes an action that would have the potential to cause harm to a Register eligible cultural resource.

Qualifications

  • Knowledge of the State Historic Preservation Act (A.R.S. § 41-861 et seq), and the Arizona Antiquities Act (A.R.S. § 41-841 et seq), Title 37, Public Land statutes, and ASLD Administrative Rules and Regulations.
  • Knowledge of Section 106 consultation process.
  • Knowledge of criteria for determining cultural resources that are Register eligible for the National Historic Preservation Act.
  • Knowledge to implement mitigation measures regarding cultural resources on State Trust land.
  • Knowledge of Southwestern archaeology, anthropology, history and historic preservation.
  • Skills to review and comment on technical documents.
  • Skills to correspond with Federal and State Agencies, attorneys, law enforcement officials, members of the public, and members of the media, through written documents and verbal communication.
  • Ability to communicate with Federal and State agencies, and the private sector.
  • Ability to analyze technical reports for accurate information regarding cultural resources, legal descriptions, and land ownership.
  • Ability to apply applicable Federal and State Historic Preservation statutes.
  • Ability to manage and preserve archaeological and historical resources.
  • Ability to apply methods, techniques and practices used to direct archaeological and historic site assessment and mitigation programs.
  • Ability to research, analyze, develop, and manage archaeological and historic preservation plans and resources.
  • Ability to coordinate archaeological mitigation measures for the preservation of cultural resources through avoidance or recovery of significant archaeological materials.

Selective Preferences:

  • 2 years of experience coordinating, monitoring, and/or administering program activities.
  • 5 years of professional level experience researching, analyzing, developing and managing archaeological and historic preservation plans and resources.
  • A bachelor's degree from an accredited college or university with a major in Southwestern archaeology, anthropology, history or historic preservation.

Pre-Employment Requirements:

  • Prior or after interviewing, candidates may be subject to a pre-employment skills assessment.
  • Requires possession of and ability to retain a current, valid state-issued driver's license appropriate to the assignment.
  • Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete required driver training.

Compensation: Grade 20, Salary Range $36,814 - $52,000.
