The political arm of the environmental movement in America's leading environmental state, the California League of Conservation Voters (CLCV) is the nation's oldest grassroots environmental political action organization. In its 40th year, CLCV uses sophisticated campaign tools to help elect pro-environment officials - and to hold them accountable for passing legislation to protect health, communities and the environment. CLCV publishes the annual California Environmental Scorecard, which rates the actions of every state legislator and the governor on the state's environmental priorities each legislative year.

Position Overview: 

The Administrative Manager reports to the Director of Operations and is responsible for facilitation of human resources and financial management functions, political reporting compliance, and facilities for CLCV. The Manager also provides administrative and financial management assistance to the CLCV Education Fund under a resource sharing agreement between CLCV and the Ed Fund.

The ideal candidate will be able to work efficiently with a positive attitude in a fast-paced political environment.

Responsibilities:

Human Resources:

  • Administers all benefits enrollments, terminations and changes
  • Works with outside vendors to ensure that all benefits are administered properly and to resolve any issues
  • Manage all aspects of recruiting and hiring
  • Reviews bi-weekly payroll
  • Works with the Director of Operations to counsel employees concerning work-related problems
  • Lead the annual Open Enrollment process
  • Maintains and updates the personnel policies in coordination with the policy review committee and external consultants
  • Supervises personnel policy management through the Assistant Accounting/Administrative Manager and department heads
  • Advise managers of new HR policies
  • Maintains all employee files and personnel records

Budget and Finance:

  • Works with the Director of Operations to prepare the annual budget and monthly reports, and is an integral part of the annual budgeting process
  • Assists the Director of Operations to monitor CLCV's budget performance
  • Works with the Assistant Accounting/Administrative Manager to identify CLCV's long- and short-term cash needs
  • Insures compliance with CLCV's systems of internal control, reviews the internal accounting functions, and is the key contact with any external auditors and accountants 

Reporting:

  • The Manager is a key administrative team member responsible for compliance with state and federal campaign and tax reporting requirements
  • Works with outside compliance consultants to ensure the filing of state and federal campaign statements and annual tax documents
  • Stays apprised of changes in tax and campaign finance laws

Facilities:

  • The Manager is the key internal contact for the maintenance of CLCV's offices and property in northern and southern California
  • Works with the Director of Operations to facilitate execution of contracts and leases including building leases, equipment rental contracts and insurance policies
  • Provides key project management for office moves and equipment and supply purchases 

Other:

  • Works with the Director of Operations and IT consultants to provide basic computer/network troubleshooting
  • Assures that proper computer backup is routinely maintained
  • Assists with various administrative projects as needed 

Qualifications: 

Required Experience & Skills:

  • Has a Bachelor's degree from an accredited university or equivalent experience
  • 5-8 years financial/HR administration and office management of a comparably-sized non-profit organization
  • Computer proficiency in Microsoft Office and QuickBooks
  • Well organized, detail oriented, self-directed
  • Ability to maintain a high level on confidentiality
  • Strong interpersonal relationship-building skills
  • Strong quantitative and analytical skills
  • Understanding of accounting and budget principles and requirements
  • Flexible and able to work in a dynamic work environment
