Position Overview

This position is a Senior level management and supervisory position responsible for directing the operational, personnel and planning functions and activities of the New Source Review (NSR) Permit Program of the Department of Environmental Quality (DEQ), Air Quality Division (AQD).  These activities and responsibilities generally include planning, coordinating and directing the new source review permit program, responding to and addressing changing program demands and requirements, and managing program costs and budget.  Directs and manages professional, engineering, technical, and administrative support personnel.

  • Perform a full range of highly complex tasks that include supervision of personnel, project management, analyzing, interpreting, developing, drafting, and establishing permit requirements, regulations, and policy guidance, and critical decision making.
  • Provide input to develop State and Agency positions and policies with regards to air quality issues.
  • Coordinate with other Divisions, programs, state and federal agencies.
  • Monitor federal legislative and administrative actions related to Air Quality issues.
  • Assist in the development of comments to the EPA and other agencies on proposed regulations.
  • Represent the Program by communicating and consulting with officials in other state or federal programs or agencies, the regulated community, non-governmental organizations, and the general public regarding air quality issues.
  • Conduct public presentations that explain and interpret NSR and AQD regulations and activities.
  • Present expert testimony on air quality issues.
  • In cooperation with the Division Administrator and other Program Managers, review, revise, and establish policies, regulations, and guidelines for the NSR Program.
  • Design and implement plans to achieve Program, Division, and DEQ goals and missions.
  • Responsible for policy making, planning efforts, budget matters, and addressing personnel issues.
  • Assist the AQD Administrator in budget preparation and managing Program costs.
  • Provide recommendations and input on Program, Division, and Department projects.
  • Requires the use of considerable independent judgment and the application of supervisory and human relations skills.
  • Supervise staff and subordinate supervisors to ensure Program, Division, Department, and State activities, projects, goals and objectives are timely met while also maintaining quality.
  • Responsible for staff hiring and training to meet workload demands and agency goals.
  • Manage and evaluate NSR Program employees and work product.
  • Project management may include researching, editing, planning and presenting results.
  • Represent the NSR Program and the Division in the absence of the AQD Administrator.
  • Serve as the Division representative at conferences, meetings, or hearings with other state and federal agencies or the public.
  • Participate in national and regional organizations as appropriate.
  • Develop and maintain agency records.
  • Proficient in environmental technical writing and document review.
  • Proficient in planning, scheduling, and time management activities.

Qualifications

Preference:

  • Preference may be given to those with a Professional Engineer (PE) license, or those who have previous experience processing, preparing, reviewing, analyzing, and issuing NSR or Title V applications and permits.

Knowledge:

  • Knowledge, skill, and ability to plan, organize, and manage complex environmental challenges by applying reasoned engineering and scientific judgment.
  • Knowledge of environmental concepts, particularly in relation to air quality.
  • Knowledge of air quality industrial processes and ability to review technical information to issue sound permits and meet regulatory guidelines.
  • Knowledge of air emission control technologies and permitting practices.
  • Knowledge and understanding of Wyoming and federal environmental law, regulations, requirements, and permitting processes.
  • Strong written and verbal communication skills with proficiency in explaining complex technical and regulatory issues to diverse audiences.
  • Skill in managing sensitive situations with competing interests in a political environment.
  • Ability to manage professional, engineering, technical, and administrative personnel in a team approach to meet agency goals.
  • Ability to prioritize and simultaneously work on multiple projects to meet goals and deadlines.
  • Ability to train and mentor professional, engineering, technical, and administrative personnel.
  • Ability to interact with public, regulated entities, legislators, other state and federal agencies and employees in a professional manner.
  • Ability to read, research, interpret, and apply federal and state environmental laws, rules, regulations, policies, and processes.

Education:

  • Bachelor's Degree (typically in The Sciences)

PLUS

Experience:

  • 3-5 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Program Supervisor.

OR

Education and Experience Substitution:

  • 6-8 years of progressive work (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Program Supervisor.

Physical Working Conditions:

  • Participation in the various groups as Wyoming's representative requires extensive travel.

Compensation: $6,454.00 - $8,067.00 Monthly
