Position Overview

Acts as liaison between the Contractor and Government offices on Environmental matters. Responsible for environmental management and coordinating environmental programs with Government personnel. This includes the continuous development and implementation of programs for environmental compliance, pollution prevention, environmental impact analysis, and environmental training programs.  Member will serve as a staff engineer, co-located with other government personnel who are directly engaged in the environmental compliance mission at Fort Greely, Alaska.

Responsibilities

Essential Duties & Job Functions:

  • Ensures all referenced environmental training that is attended by contractor and subcontractor personnel is conducted and properly documented
  • Develops, implements, and oversees all environmental management plans and programs
  • Ensures contractor and subcontractor compliance with installation, US Army, state, and federal regulations and the environmental requirements of the contract
  • Develops, updates, implements and ensures contractor and subcontractor compliance with the following: Storm Water Pollution Prevention, Emergency Planning, Clean Air Act, Clean Water Act, Pollution Prevention, National Environmental Policy Act,  National Pollutant Discharge Elimination System, and Lead Paint / Asbestos abatement requirements and regulations
  • Attends meetings pertaining to environmental protection and all compliance related matters
  • Ensures all documents, records, permits and other environmental data required by state, federal, local regulations, as well as the contract, are maintained by the contractor and provided as requested
  • Performs other related duties as assigned

Accountable For:

  • Broad background in environmental science and management with knowledge of federal, state, and local environmental laws and regulations
  • Working knowledge of portable field analytical equipment, test kits, gas specific meters, photo and flame ionizing equipment, sampling equipment, lead-based paint detection equipment and personal safety equipment
  • Knowledge of applicable government environmental regulations
  • Ability to keep certifications and training current for any required and/or refresher training
  • Ability to develop policy, procedures, operating guidance and/or training as related to Federal or Military environmental programs and instructions
  • Maintain all permit required records
  • Ability to meet deadlines and handle multiple high-level tasks

Qualifications

  • Bachelors of Science Degree in environmental science, engineering, environmental management, chemistry, or biology from an accredited university
  • Active Secret security clearance, or the ability to successfully pass a government background investigation to obtain a Secret security clearance
  • Ability to pass a pre-hire background check and drug screen
  • Minimum three (3) years of  relevant experience to include Air Quality Program Permits (Title I and Title V) compliance, Multi-Sector General Permit compliance, Alaska Pollution Discharge Elimination permitting, implantation of the National Environmental Policy Act, construction project compliance with applicable laws and regulations, and Environmental Management Systems. 
  • Knowledge in (hazardous waste management and hazardous spill response; Spill Prevention Control and Countermeasures; management; and Above/Underground Storage Tank management desirable
  • Alaska Certified Erosion and Sediment Control Lead (within 6 months of hire)
