Description

~ Mission Support Alliance, LLC (MSA) is the prime support contractor to the Department of Energy (DOE) for the Hanford site located in Richland, WA. The MSA provides site wide services and integrated infrastructure to reduce operating costs and supports the cleanup mission at the Hanford Site. ~

MSA is the integrator of a multi-contractor effort to clean up the Hanford Site. MSA collaborates with the U.S. Department of Energy (DOE) and all Hanford Site contractors to “move the mission forward” – finding and implementing new, cost-saving, safe and practical solutions to cleanup challenges.

MSA provides quality infrastructure and sitewide services at Hanford with a continual focus on seeking out new processes and technologies that reduce costs, reduce energy consumption and bring safety improvements to the site.

Among the services MSA provides are emergency response and training – including the Hanford Fire Department and Hanford Patrol operations – and infrastructure services, like environmental integration and land management; fleet and road maintenance; water/electric and utilities; cyber security and information management.  MSA also ensures preservation of the site’s cultural artifacts.

MSA conducts the unique function of portfolio management, which affords DOE and contractors the ability to make informed decisions utilizing MSA-provided technical data for integrated planning to produce cost-savings, project alternatives and realistic decision-making – all  to support DOE's path to meeting its regulatory and performance milestones.  MSA also manages Hanford Site public and B Reactor tours, and coordinates the Hanford Speakers Bureau through its Communications and External Affairs organization.

MSA also has laid the groundwork for Hanford's future, by playing a significant role in helping meet cleanup milestones and working toward "right-sizing" the site's infrastructure.  In short, MSA is ensuring cleanup workers have the tools, training and facilities to get the job done – safely and cost effectively.

Position Overview

The Site-wide Permits, Policy and Reports organization is recruiting for a Scientist to coordinate the NEPA program. This position will serve as the Hanford National Environmental Policy Act (NEPA) Program Specialist.

Responsibilities

  • Work closely with MSA NEPA Point of Contact (POC) to ensure consistency in approach with application of NEPA regulations, MSA procedures and desk instructions.
  • Work with NEPA POC to ensure quality of NEPA related MSA contract deliverables and application of categorical exclusions.
  • Serve as MSA liaison to Department of Energy (DOE) NEPA Compliance Officer (NCO) and Office of River Protection (ORP) NCO.
  • Develop a Hanford NEPA Strategy that addresses work requirements and processes for MSA projects and for third party funded projects on behalf of DOE.
  • The strategy will identify resources needed, access to technical support areas (Ecological and Cultural, Mapping, Transportation, Noise, Waste Management, etc.), effective subcontractor use, and NEPA Administrative Record needs.
  • Convene a Hanford NEPA kiazen to initiate the Hanford NEPA Strategy development process. Address the need for programmatic and non-segmented Environmental Assessments (EA).
  • Provide technical assistance to MSA infrastructure projects regarding NEPA EA development.

Qualifications

Basic Qualifications:

  • Possess a Bachelor’s degree in a relevant discipline (environmental science, engineering, geosciences, land use planning, etc.)
  • 5 - 7 years’ experience writing or managing complete NEPA documents.
  • In-depth experience implementing NEPA and/or Council on Environmental Quality (CEQ) regulations.
  • Knowledge of related federal environmental regulations (National Historic Preservations Act, Endangered Species Act, Migratory Bird Treaty Act, Clean Water Act, etc.).
  • Strong leadership skill.
  • Excel at leading interdisciplinary teams.

Desired Qualifications:

  • Master’s degree in related field.
  • Possess working knowledge of implementing DOE NEPA regulations.
  • Experience working with Hanford NEPA Program or related NEPA products.
  • Prior experience working with NEPA on federal lands in complex management situations (e.g., US Fish & Wildlife Service, National Park Service management roles at Hanford).
  • Knowledge of State Environmental Policy Act (SEPA).
  • Communicate well verbally and in writing.
  • Demonstrate ability to identify and understand program and project goals and develop strategies for accomplishing those goals.
