Program Manager

~ The Center for NYC Neighborhoods (“the Center”) promotes and protects affordable homeownership in New York so that low to moderate income families are able to build strong, thriving communities. ~

Established by public and private partners, the Center meets the diverse needs of homeowners throughout New York State by offering free, high-quality housing services. The Center’s current projects support our policy goals and help to keep homeownership affordable by responding to the ongoing effects of the foreclosure crisis, the rising cost of homeownership, predatory scams, rising sea levels, and more extreme weather.

The Center is a sub-recipient of Community Development Block Grant - Disaster Recovery (CDBG-DR) funding from the New York State Governor’s Office of Storm Recovery to implement the Residential Backwater Valve Installation Program (RBVIP), which provides Home Resiliency Audits and free backwater valve installations to coastal homeowners through the FloodHelpNY.org web portal. The Center is also a contractor to the New York State Energy and Resource Development Authority (NYSERDA). The Center operates their Community Energy Engagement Program (CEEP) for New York City, which provides energy efficiency education and assistance applying for home energy audit programs and incentives to adopt renewable energy sources.

Position Overview

The Center’s Sustainability and Resiliency (S&R) team helps New York City’s homeowners maintain liveable homes by mitigating and preparing for the effects of climate change and rising sea levels. The Center’s programs promote the stabilization of neighborhoods by helping homeowners understand their risk and retrofit their homes to achieve flood insurance and energy savings.

The Center seeks to hire a Program Manager to launch and implement programs that serve low to moderate income homeowners in coastal neighborhoods. The Program Manager will also act as a critical subject matter expert in construction management, advising on the Center’s housing construction programs. The Program Manager is a full time, exempt position that reports to the Deputy Director of Sustainability and Resiliency, and is based out of our office in New York, NY.

Responsibilities

The Program Manager will be responsible for the following:

• Mobilize and project manage a new initiative funded by the Governor’s Office of Storm Recovery that will protect homes against nuisance flooding and sewer back-up by retrofitting homeowners’ plumbing systems in addition to providing free engineering services and counseling to homeowners to identify practical measures that homeowners can take to prevent future storm damage and lower flood insurance costs. The project will be integrated into the FloodHelpNY.org platform, which promotes coastal resiliency;
• Oversee the work of subcontractors and vendors, review construction plans;
• Provide technical support on housing construction/engineering projects for the Center’s city-wide services that help low to moderate income New Yorkers with storm recovery, resiliency, energy efficiency, foreclosure prevention, and financial capability;
• Lead, supervise, and motivate a small team of program associates to achieve program goals and ensure efficient team operations;
• Maintain key relationships with stakeholders and partners;
• Work in conjunction with the S&R Team to draft and maintain policies and procedures governing case management, Quality Control and Quality Assurance, evaluation, payment, and data tracking;
• Use analytics to guide programmatic work and identify areas for improvement; put in place systems and practices that ensure that programs are data-driven as well as responsive to lessons learned from deep dives into individual case examples;
• Prepare reports that present key program information to stakeholders in a clear and tailored manner;
• Respond to escalated issues and inquiries from partners and stakeholders;
• Maintain thorough industry and technical knowledge related to affordable housing, homeownership, storm resiliency, and energy sustainability;
• Foster a culture of excellence and high standards of service to homeowners at risk; aggressively seek out ways to improve overall quality of homeowner experience with services provided the Center and its partners; contribute to a collaborative team environment necessary to further large scale climate change mitigation and adaptation efforts;
• Provide constructive analysis and suggestions with team members to increase efficiency, identify successful tactics, meet challenging and fluid deadlines, and contribute to overall effectiveness and impact of the Center’s programs;
• Design and project manage additional programs related to S&R initiatives as opportunities become available;
• Demonstrate ownership by showing initiative, acting conscientiously, and putting team results above individual accomplishments;
• Demonstrate a growth mindset through resilience, engaging in expansive thinking, and showing curiosity;

Qualifications

Educational Requirements:

• Bachelor's degree required; graduate degree in a related field a plus.

Skills & Qualifications:

• At least three (3) years of experience in non-profit, governmental, engineering and/or construction project/program management;
• Experience with construction contract administration and/or review of engineers’ drawings strongly preferred;
• Proven ability to lead, manage, and motivate staff and colleagues;
• Must be able to build and maintain a culture of collaboration and high achievement;
• Strong oral and written communications skills that reflect positively on the Center, its partners, and mission;
• Track record of successful problem-solving and good judgment;
• Diverse experience with resilient and sustainable infrastructure, government contracts, and affordable housing sectors preferred;
• Familiarity with New York City and State government, federal Community Development Block Grant (CDBG) funding requirements, and non-profit sector resources a plus;
• Excellent problem-solving skills and good judgment;
• Excellent communication skills, both written and spoken;
• Must work well with the public and fellow staff members;
• Computer data entry skills required;
• Fluency with Microsoft Office (Word, Excel, PowerPoint) is required and experience using Salesforce is desirable;
• Able to meet rigorous deadlines and handle challenging tasks with efficiency and attention to detail;
• Passionate about promoting affordable homeownership and environmental justice for New York’s underserved communities; and
• Able to coordinate, organize, prioritize and execute multiple responsibilities in a fast-paced setting.

Physical Demands:

• Regularly required to speak English clearly and hear the spoken word well;
• Regularly required to physically operate routine office equipment such as telephones, computers, etc.; and
• Regularly required to utilize near vision ability to read data and documents, including spreadsheets and reports, in printed form and on computer screens.

Work Environment:

• Noise level is consistent with levels usually present in an office environment; and
• Hazards present are consistent with those common to an office environment.
