Position Overview

The Environmental Manager is responsible for providing technical support for and coordination of overall project environmental compliance, and for implementing environmental policies and procedures consistent with the project’s Environmental Management System. He/She will maintain effective relationships with corporate employees, project management employees, community representatives, and regulators.

The Environmental Manager reports to the Plant Manager. The Environmental Manager works in cooperation with all departments on matters pertaining to the daily operation of the plant.

Responsibilities

  • Develop and implement environmental programs and policies that insure compliance with federal, state, local, and site permit and regulatory requirements and the project’s Environmental Management System.
  • Conduct routine self-assessments, using developed protocols, to ensure continuing compliance with site environmental requirements and commitments and procedures.
  • Provide primary interface with local environmental regulators, including preparing for and coordinating inspections, responding to information requests, supporting strategies for and negotiations of permit modifications and renewals, and preparing routine compliance reports and communications.
  • Develop and support others in the preparation and presentation of required environmental training programs and maintain plant training records.
  • Select and manage consultants for specialized environmental technical expertise, as needed. Clearly delineate consultant’s scope, schedule, and budget and manage work products.
  • Work closely with all departments and employees and contribute technical and regulatory expertise and guidance to assist in problem solving. Assess environmental and regulatory consequences of any significant change in project operations.
  • Prepare and manage an annual department budget for environmental related functions and ensure that spending is managed within the established budget.
  • Understand project operations such that opportunities to reduce both environmental risks and costs can be aggressively sought and proposed.
  • Serve as liaison between the plant and local regulators, commissions and the community to ensure an understanding of plant environmental operations, the plant’s commitment to environmental protection and enhancement and their desire to maintain open communications.
  • Participate as may be required on legislative matters and affairs.
  • Participate as may be required in plant oversight, including on call responsibilities and personnel support.

Qualifications

  • Bachelor’s degree in Environmental Sciences, Engineering or related field.
  • 5 - 7 years' combined experience in environmental compliance and power plant operations, or related industrial plant operations, including environmental compliance assessments.
  • A demonstrated general awareness and knowledge of major environmental legislation involving air, water, hazardous materials, waste management with a specialization in at least one media area.
  • Knowledge of environmental permitting processes, state regulatory agency organization, enforcement processes, and experience with required reporting requirements.
  • A demonstrated understanding of power and fuel site operations, including the interrelationship of environmental impacts and compliance with operation and maintenance functions.
  • Strong oral and written communication skills as well as good planning and organizational skills are necessary.
  • Ability to work effectively as a team leader, excellent interpersonal skills and a record of building consensus among internal and external parties.

Preferred:

  • Bachelors or better in Environmental Sciences or related field.

Experience:

  • Experience in environmental compliance and power plant operations, or related industrial plant operations, including environmental compliance assessments.

Physical Requirements and Working Conditions: 

  • Physical requirements include standing on feet, requiring stair and ladder climbing and routinely lifting up to 50 pounds. Protective equipment must be worn in the performance of some duties (e.g. hard hats, safety glasses, air masks, ear protection, chemical suits, hot gloves, etc.)
  • Position requires extended working hours and varied shifts with the possibility of weekend and holiday work, as required by schedules, work load and plant conditions. “On call” status will periodically be required.
  • All employees will participate in the Fitness for Duty Program. This program includes a post-offer physical examination and drug screening and post employment random drug screening.

Licenses & Certifications:

  • Driver's License.
