~ The District is responsible for managing and protecting the water resources and related environmental systems. ~

To protect natural systems that sustain ground water, there must be limitations on how much water can be withdrawn. This is accomplished through planning, permitting and regulation. Local and regional governments, agricultural and other users come to the District to request water use permits. In addition to protection through regulation, the District technically and financially assists regional water supply authorities and local governments in developing new water sources.

Position Overview

The Southwest Florida Water Management District (District), a leader in protecting Florida’s water resources, is seeking an Engineer in support of the Springs and Environmental Flows Section within the Natural Systems & Restoration Bureau. The successful candidate will conduct varied levels of scientific and technical work establishing Minimum Flows and Levels (MFLs) for estuarine and flowing fresh water systems. Conducts conventional engineering practices, technical review and analysis, and project management. Gathers, interprets, and utilizes hydrologic data. Plans, coordinates, manages, or assists with research investigations, water resource assessments, or other water-related projects.

  • 7 years of hands-on experience working in environmental engineering, hydrology, ecohydrology, estuarine or stream habitat modeling, and/or water quality modeling.
  • Previous MFL experience.
  • Strong statistical and software background.
  • Bachelor's degree, or higher, from an accredited college or university in Engineering
  • Possession of a valid Florida Professional Engineer License is desirable.

Responsibilities

  • Conducts technical review of projects within expected time frames and established requirements; Studies and analyzes the physical aspects of the earth in terms of the hydrological components, including but not limited to atmosphere, hydrosphere, and interior structure; Applies appropriate analytical techniques to water resource projects and makes sound recommendations; Applies knowledge of hydrology, hydraulics, fluid mechanics, and other engineering, physical, and environmental principles; Evaluates and/or coordinates the planning, collection, and analysis of scientific data; Conducts statistical analyses of databases.
  • Develops flowing freshwater and estuarine Minimum Flows and Levels (MFLs) reports; Develops or modifies methods of conducting hydrologic studies; Measures, analyzes, interprets, and/or graphs hydrologic data such as water elevations, rainfall, stream flows, and changes in water volumes; Applies appropriate analytical techniques to water resource projects; May evaluate data and provides recommendations regarding the feasibility of municipal projects, such as restoration projects, aquifer storage and recovery, rapid infiltration basins, water reuse projects, water supply projects, and stormwater treatment facilities; May assess ground or surface water movement to provide advice regarding water quality improvement or water resource development. May also support springs protection efforts through planning, managing and conducting environmental research investigations, water quality, and habitat restoration projects.
  • Provides scientific or technical guidance, support, coordination, or oversight to management, internal staff, other governmental agencies, environmental programs, industry, or the public; Provides information or clarification to questions from a variety of stakeholders; Reviews, evaluates, and prepares technical reports including recommendations, agreements, specifications, permit applications, contracts, and other related correspondences for completeness, accuracy, and compliance with government rules and regulations while updating key stakeholders as needed; Communicates scientific and technical information in various formats such as charts, graphs, briefings, reports, and/or presentations.
  • Performs project management duties as needed, including preparation and evaluation of request for proposals and bids, scopes of work, contract negotiations, contractor oversight, reviews and approves invoices, reviews final deliverables for consultant studies, and cost tracking against budgeted funds; Coordinates project activities and technical work with other Section and District staff; May assist with surface water improvement and management plans (SWIM Plans), springs protection efforts, and implementation of state water quality improvement initiatives with other agencies and groups; Assists with other Section and District initiatives as required and assigned; Participates in District emergency operations or other duties as assigned.

Qualifications

Education:

Required:

  • Bachelors or better in Civil Engineering or related field.
  • Bachelors or better in Environmental Engineering or related field.
  • Bachelors or better in Water Resources Engineering or related field.

Experience:

Required:

  • 2 years: Related work experience in environmental engineering, hydrology, ecohydrology, estuarine or stream habitat modeling, and/or water quality modeling for Staff Engineer position level.
  • 5 years: Related work experience in environmental engineering, hydrology, ecohydrology, estuarine or stream habitat modeling, and/or water quality modeling and a valid Professional Engineer (PE) License for Professional Engineer position level.
  • 7 years: Related work experience in environmental engineering, hydrology, ecohydrology, estuarine or stream habitat modeling, and/or water quality modeling and a valid Professional Engineer (PE) License for Senior Professional Engineer position level.

Preferred:

  • Strong statistical background and ability to use and manipulate large data sets.
  • Ability to use R or other statistical platforms, GIS, and Microsoft Office.
  • Local or regional field work experience.

Licenses & Certifications:

Required:

  • Driver's License.

Preferred:

  • FL Professional Engineer.

Compensation

  • $53,414.40 - $89,710.40
