Description

~ The Edwards Aquifer Authority is a groundwater district, mandated by the 1993 Edwards Aquifer Authority Act. ~

The Act grants all of the powers, rights, and privileges necessary to manage, conserve, preserve, and protect the aquifer. The EAA regulates the portion of the Balcones Fault Zone Edwards Aquifer – a jurisdictional area that provides water to over 2 million people, and covers more than 8,000 square miles across eight counties. These include all of Uvalde, Medina, and Bexar counties as well as parts of Atascosa, Caldwell, Guadalupe, Comal, and Hays counties.

Position Overview

The Habitat Conservation Manager implements the Edwards Aquifer Habitat Conservation Plan (EAHCP) and related functions to carry out the mission of the Edwards Aquifer Authority.

Responsibilities
  • Manages all mitigation, conservation measures and monitoring to be performed by the Parties as required by the Edwards Aquifer Habitat Conservation Plan (EAHCP) as part of the TES division of EAA;
  • Ensures program requirements are implemented in a manner that maintains compliance with the United States Fish and Wildlife Service (USFWS) Incidental Take Permit;
  • Facilitates relationship development among Parties and related stakeholders through consensus-based decision making;
  • Coordinates efforts to maintain and enhance outreach and communications with EAHCP stakeholders;
  • Manages the preparation and presentation of materials for and facilitates meetings of the EAHCP Implementing Committee and Stakeholder Committee, EAHCP workgroups, and other groups, as needed;
  • Responsible for implementation and communication to USFWS of the Adaptive Management Process as defined in the adopted EAHCP;
  • Monitors state and federal legislation and prepares analyses of potential impacts to the EAHCP;
  • Prepares and monitors the EAHCP annual budget;
  • Oversees production of an EAHCP annual report, newsletter publishing, website content, preparation of annual EAA workplans, funding applications, and strategic planning initiatives; supervises staff; and
  • Performs other duties as requested by the supervisor.

Qualifications

Educational / Experience Requirements:

  • Bachelor’s degree in, natural resource planning, biology, hydrology, environmental science, public administration, business management, and engineering or closely related field plus minimum of 5 years of progressive responsibility of which 2 years must be performed in a supervisor capacity; or Master’s degree plus minimum of 3 years of progressive responsibility of which 2 years must be performed in a supervisory capacity;
  • Preferred experience with habitat conservation plans;
  • Ability to achieve consensus with diverse stakeholders on complex environmental issues;
  • Knowledge of relevant state and federal permitting processes;
  • Ability to exercise initiative;
  • Independent judgment and responsibility;
  • Strategic planning skills;
  • Drafting and editing of technical documents, reports, and work plans;
  • A thorough understanding of water policy and activities throughout the state and region;
  • Familiarity with state and federal legislative processes;
  • Strong analytical and problem solving skills;
  • Proficient in utilizing Microsoft suite of products to produce correspondence, reports, presentations;
  • Strong oral, written and organizational skills;
  • Preferred experience to be familiar with governments and elected leadership within the EAA boundaries;
  • A valid driver’s license; and
  • The ability to operate a vehicle.

Physical Requirements:

  • Job performance requires: listening, seeing, sitting, talking, occasional reaching, grasping, lifting, handling, standing, stooping, walking, pulling or pushing, balancing and carrying of items with weights not exceeding 25 pounds;
  • Long workdays, irregular work hours frequently totaling more than 50 hours per week with high levels of stress due to short deadlines, special interest groups and executive requirements; and
  • Job is primarily in an office environment with occasional trips to other offices and limited exposure to weather conditions.

Compensation

  •  $74,749.38
