~ Founded in 1938, the Oakland Housing Authority (OHA) currently provides subsidized housing to nearly 16,500 families. ~

Position Overview

Under the supervision of the Director of Property Management, or his/her designee, the Resource Conservation Manager coordinates and supervises the development and implementation of activities related to an overall policy perspective on agency-wide resource conservation and sustainability efforts; supervise and direct a team to provide a wide variety of centralized recycling, and waste reduction services at OHA owned and managed properties; develops, tracks, and ensures compliance with conservation  grants; will be the department’s lead in developing, implementing, and maintaining a strategic plan on resource conservation and sustainability efforts in order to reduce operating costs.

Responsibilities

  • Coordinate, analyze and oversee the Authority’s recycling and waste reduction program
  • Develop and implement strategies, policies and activities to reduce municipal solid waste, recycling, and yard waste collection and disposal from owned and managed properties
  • Monitor and report on water, electricity and natural gas use at Authority owned and managed properties
  • Ensure compliance with applicable regulatory codes, ordinances, and Housing Authority policy regarding conservation initiatives
  • Develop and maintain positive working relationships with internal program stakeholders and outside agency entities including vendors and community partners
  • Analyze resource use trends and establish baselines
  • Develop performance metrics to measure progress that can also be integrated into the department dashboard
  • Track consumption to assure conservation goals are met; balance budget restrictions with conservation goals
  • Develop, implement, and maintaining a Resource Conservation & Sustainability Strategic Plan
  • Conduct benefit/cost analyses
  • Identify and find ways to remove barriers to implementing desired conservation efforts
  • Develop and conduct trainings for staff and residents
  • Solicit comments and respond to residents by preparing correspondence, notices, and conducting presentations at resident council meetings and site meetings
  • Coordinate and oversee vendor relationships, and manage various contracts for the Authority including but not limited to: resource conservation consulting contracts, grants and other contracts as needed
  • Supervise and coach staff by distributing workload and assigning projects, reviewing and ensuring work quality standards, communicating policies and management decisions, determining and communicating performance expectations, providing training and feedback, and evaluating employee performance.       
  • Performs other related duties as required.

Qualifications

  • Bachelor's degree in energy management or a related field and three to 5 years’ experience in energy conservation programs, including two years of supervisory experience

and

  • Possession of a valid California driver's license and an insurable driving record
  • Equivalent combinations of education, training and experience will be considered

Knowledge of:

  • Integrated waste management hierarchy and the concepts of reduce, reuse, recycle, and compost and/or other environmental scientific processes or issues
  • Procedures relating to various resource conservation programs such as recycling, waste reduction, hazardous waste, environmental purchasing, and energy and water efficiency technology
  • Research techniques used to obtain and analyze information relating to resource conservation
  • Policies and objectives of assigned program and activities, applicable codes, regulations, policies and procedures
  • Principles of supervision and training and practices of safety management
  • Pertinent local, state and federal laws, ordinances and rules

Skill in: 

  • Preparing and developing specifications
  • Making field presentations and reports
  • Conducting research on latest environmental news, facts and best practices
  • Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases

Ability to: 

  • Organize and coordinate work in order to effectively utilize staff resources and to supervise and inspect the work of skilled and semi-skilled workers
  • Establish and maintain cooperative relations with staff, residents, and contractors
  • Analyze situations accurately and take timely, effective and independent action
  • Prepare reports; communicate effectively, both orally and in writing (or with audio and visual capacities)
  • Facilitate programs and policy development
  • Represent the Authority in technical negotiations with contractors, residents, and other community groups
  • Make public presentations

Physical demands and working environment: 

  • Work is performed in an indoor office setting and outdoor field environment
  • Travel from site to site
  • Exposure to noise, dust, grease, smoke, fumes, noxious odors, gases, mechanical and electrical hazards, and all types of weather and temperature conditions
  • Work in or around water; exposure to hazardous traffic conditions
  • Work and/or walk on various types of surfaces including slippery or uneven surfaces and rough terrain

Physical:

  • Primary functions require sufficient physical ability and mobility to work in a field environment
  • To walk, stand, and sit for prolonged periods of time
  • To frequently stoop, bend, kneel, crouch, crawl, climb, reach, twist, grasp, and make repetitive hand movement in the performance of daily duties
  • To lift, carry, push, and/or pull moderate amounts of weight
  • To operate assigned equipment and vehicles
  • To verbally communicate to exchange information.
