PEC has four regional offices across Pennsylvania, and actively engages in projects and policy initiatives that promote land and water-based recreational opportunities, protection and conservation of water resources, promotion of forward- thinking energy and climate approaches, and sustainable development of communities and landscapes.

Position Overview

The Program Manager for Watershed Outreach is a full-time, exempt position that promotes and advocates for improved water quality across the Commonwealth in partnership with local watershed associations. As an employee of the Pennsylvania Environmental Council (“PEC”), the Program Manager will also work closely with the Pennsylvania Organization of Watersheds and Rivers (“POWR”), a 509(a)(1) supporting organization to PEC.

The Program Manager will report to PEC’s Executive Vice President for Programs and will interact routinely with PEC’s Vice-President (Luzerne Office) and Director of Watershed Programs. With a focus on POWR’s efforts and operations, the Program Manager will lead efforts to carry out POWR’s mission, build strategic partnerships, serve as spokesperson, and fundraise in order to carry-out the day- to-day operations of POWR. All these tasks will include support of other PEC staff and resources.

Location:

  • The position can be based out of any of PEC’s offices depending on the location of the ideal candidate.
  • Travel to other locales in the region and state will be required.

Responsibilities

Outreach & Communications:

  • Actively promote POWR’s mission to partners and stakeholders through in person meetings, presentations, and via social media.
  • Serve as an official spokesperson and, working with PEC staff, enhance media exposure to promote POWR and its programs.
  • Organize meetings and workshops with partners and stakeholders including (but not limited to) watershed associations, Conservation Districts, state, and federal agency staff – especially DCNR, DEP and Fish & Boat Commission.
  • Build a strong, well-organized, and informed network of watershed/water quality advocates who promote POWR initiatives.
  • Communicate about project work, identify ways to promote POWR project activities and objectives to the media, and prepare articles/blogs for POWR communications.

Fundraising & Board:

  • Serve as a chief staff person for the POWR board of directors, as a liaison with board members, and build a sense of teamwork and esprit among board, PEC staff, and key constituencies.
  • In coordination with the board and PEC staff, actively seek and cultivate funding opportunities for watershed/water quality improvement.
  • Together with PEC staff, develop and execute a fundraising plan.
  • Collaborate with PEC staff in the preparation of grant proposals.
  • Collaborate with PEC staff in the preparation of an annual budget and budget projections.

Program Coordination:

  • Collaborate with PEC staff to accomplish POWR program outcomes including sojourns and organizational capacity.
  • Develop new program initiatives in consultation with PEC staff and POWR board.
  • Coordinate with PEC staff to communicate about selected policy issues of concern to watershed associations.
  • Other duties as assigned

Qualifications

  • A bachelor’s degree or higher in environmental studies, outdoor recreation, natural resource management, communications, business, or a related field is preferred.
  • A valid driver’s license and access to a car is required.
  • The successful candidate should have a passion for water quality and for the role of citizen stakeholders in watershed stewardship.

Required Skills:

  • Excellent verbal and written communications skills. Charismatic and engaging demeanor, comfortable meeting new people, and ease in group settings.
  • Knowledge of water quality issues, watershed organization dynamics, and of Pennsylvania’s geo-political landscape.
  • Excellent organizational, coordination, and networking skills. Attention to detail and to follow-up.
  • Demonstrated success at obtaining resources to achieve program objectives, including but not limited to a history of funded grant applications and resource development.
  • Experience with budget development, management, and financial administration.
  • Ability to analyze problems and develop solutions, guide programs, and maintain schedules.
  • Ability to self-motivate, work independently, and to work in a team setting.
  • Willingness to work evening, weekends, and in locations throughout Pennsylvania asneeded.
  • Proficiency with Microsoft Outlook, Word, Excel, and PowerPoint.
