Description

~ Enable Midstream (NYSE:ENBL) is a publicly traded master limited partnership formed in May 2013 that owns, operates and develops strategically located natural gas and crude oil infrastructure assets serving major producing basins and markets. ~

Enable Midstream and its subsidiaries are committed to constructing, operating, and maintaining its pipeline facilities in an environmentally responsible manner. The pipeline siting process is designed to balance the need for appropriate energy sources with the need to protect and preserve important environmental resources. Working with government officials, resource agency representatives, landowners, and other stakeholders, Enable Midstream conducts surveys to identify the location and extent of specific environmental and cultural resources along the pipeline corridor.

Enable Midstream follows nationwide wetland preservation guidelines and implements appropriate soil erosion, sediment control, and restoration. Enable Midstream also complies with the full range of state and federal rules applying to wetland areas and any other sensitive resources encountered.

All disturbed land areas are graded, seeded and returned as closely as possible to their original contours following construction. Restoration measures endeavor to rejuvenate vegetation. However, Enable Midstream staff continues to monitor the pipeline corridor to ensure that re-vegetation is successful in all affected areas. All restoration efforts are in compliance with applicable federal, state and municipal requirements. Enable Midstream is available to respond to landowner questions and concerns throughout restoration, and even beyond during pipeline operations.

Position Overview

The Senior Environmental Specialist is primarily responsible for environmental permitting and compliance activities associated with construction and operation of midstream natural gas and liquids pipeline infrastructure (pipelines, compression, and associated treatment, processing, and measurement facilities).

This position requires comprehensive knowledge within a functional area. Performs work under general direction and work is reviewed upon completion for adequacy in meeting objectives and ensuring compliance with processes, standards and policies of the organization. Provides technical solutions to a wide range of difficult and complex problems. Solutions are imaginative, thorough, practical and consistent with the objectives of the organization. This position may train and mentor less experienced professionals.

Responsibilities

  • Supports implementation of overall strategy for environmental permitting and compliance for construction and operations of natural gas and liquids pipeline infrastructure.
  • Prepares, coordinates, or supervises the preparation/completion of technical environmental resource reports, resource agency consultations, environmental permit applications, and acquisition of applicable environmental clearances and approvals.
  • Assists in the interpretation of applicable environmental regulations and assists in the development, review, and implementation of Company guidelines, procedures, and processes to ensure successful completion of projects in compliance with applicable environmental laws and regulations.
  • Reviews and manages contractor work to ensure services are performed according to applicable environmental specifications, standards and regulatory requirements.
  • Interface with federal, state, and local environmental and resource agency staff, as needed, regarding company’s project planning efforts and operations.
  • Works cooperatively with project engineering, construction, and other staff to complete project planning activities, assess and relay applicable environmental permit/approval requirements, and maintain project budgets and schedules.
  • Supports construction compliance program through inspections of permitted projects, management of contract Environmental Inspection staff, and/or submittal of requisite construction compliance reports.
  • Assists in development of, and facilitates and presents training on, various environmental related topics to company and contractor personnel. May train and mentor less experienced professionals.

Qualifications

Minimum Education & Experience:

  • Bachelor's Degree in Environmental Science, Natural Resources or related field of study.
  • Five (5) years’ directly related experience.
  • Experience performing environmental permitting and compliance activities within the oil and/or natural gas industry preferred.
  • Familiarity or experience working with Geographic Information Systems (GIS) software, such as ArcMap preferred.

Knowledge, Skills, Abilities:

  • Ability to demonstrate thorough knowledge of applicable federal, state, and local environmental regulations and permit requirements relevant to midstream natural gas and oil facility development (e.g., National Environmental Policy Act [NEPA], Clean Water Act Section 401 and 404, Endangered Species Act, National Historic Preservation Act, etc.).
  • Demonstrated experience in the development of environmental permit applications and documents relevant to the development of midstream pipeline facilities, with preference given to experience pertaining to the authorization of interstate natural gas facilities regulated by the Federal Energy Regulatory Commission (FERC), including FERC Environmental Reports, Environmental Assessments/Environmental Impact Statements and other relevant environmental permits.
  • Ability to effectively engage in resource agency consultations and accurately communicate project scope; receive stakeholder/agency input; and provide informed assessments and determinations leading to positive project outcomes that balance resource impact minimization with project goals and objectives.
  • Excellent oral and written communication skills, with the ability to competently represent the company in a variety of settings and various media, including telephone, e-mail and written correspondence.
  • Solid time management and follow-through skills, with the ability to simultaneously work on, manage, and prioritize multiple tasks/projects with tight deadlines.
  • Ability to handle sensitive and/or confidential information, work effectively under pressure, and exercise independent judgment and discretion in dealing with a variety of individuals and situations.
  • Detail-oriented, resourceful and self-motivated with strong initiative and interpersonal skills.
  • Positive, flexible and team-oriented approach with a willingness to accept a variety of tasks and assignments, as necessary, to meet project deadlines and achieve positive results.
  • Strong proficiency in the use of personal computers and Microsoft Office (Word, Excel, and PowerPoint) software. Ability to quickly learn other company software.
  • Ability to demonstrate consistent commitment to compliance with applicable laws and regulations, the Company’s Ethics and Compliance Code of Conduct, other Company policies.
  • Ability to demonstrate respect for all individuals, adhere to the Company’s values and business practices, and do both consistently.

Physical Requirements:

  • Ability to exert up to 20 pounds of force occasionally, and/or a minimal amount of force frequently to lift, carry, push, pull, or otherwise move objects.
  • Ability to view computer screen, sit, stand, walk, stoop, kneel or crouch for extended periods of time.
  • Ability to operate a computer, copy machine, fax machine, scanner, calculator, telephone and other miscellaneous office equipment.
  • Ability to wear Personal Protective Equipment (PPE) in accordance with company safety policies.
  • Ability to operate a motor vehicle and travel long distances.

Working Conditions:

  • Ability to produce quality work in a fast-paced environment with high daily pressure to meet deadlines.
  • Ability to work indoors, in an office environment and, on occasion, in an outdoor environment with exposure to extreme conditions or inclement weather.
  • Ability to work non-standard work hours as needed or required to meet established deadlines.
  • Ability to respond to emergency calls and/or call-outs and return to work while off duty, including nights, weekends and holidays.
  • Ability to travel up to approximately 25% of the time, including overnight stays, to work or field locations, and to attend meetings, training and conferences/seminars.
