About the Department:

The Department of General Services' mission is to provide exceptional management of the City's real estate, facilities and fleet services, and other support services for all our customers. The Department of General Services staff strives to provide our customers with unmatched services by proactively managing the City's assets to support the delivery of services to the City of Alexandria, responding to service requests in a timely manner, listening to our customers, and ensuring that our customers are satisfied with the resolution.

Position Overview

This position is the department's capital project manager responsible for energy reduction project implementation. This position will work closely with the City's Energy Manager, the energy management team, facility managers and engineers, and other City staff to develop the Eco-City Alexandria's environmental sustainability vision and goals This position serves in the department's Office of Energy Management under the general supervision of the City's Energy Manager.

Responsibilities

  • Identifies and recommends energy efficiency, energy conservation, and renewable energy project opportunities using benchmark analysis, analyzing energy use, performing energy audits, developing energy savings calculations, and conducts life-cycle cost-benefit analysis for small, medium, and large commercial and institutional facilities.
  • Conducts energy efficiency, energy conservation, and renewable energy technology product research, testing, and demonstration; implements pilot projects as appropriate; pursues implementation of next-generation energy reduction and renewable/clean energy technologies, etc.
  • Develops and implements energy efficiency, energy conservation, and renewable energy projects, including scopes of work, procurement and contracting, stakeholder coordination, contractor management, closeout and quality assurance, financial management, documentation, reporting, etc.
  • Reviews and monitors energy projects as it relates to building codes, industry guidelines and standards, life safety and health, green and high-performance building design, etc.
  • Develops and conducts energy project evaluation, measurement, and verification processes and practices.
  • Performs building data collection and direct measurement of building energy use for analysis and reporting purposes.
  • Develops or uses analytical and predictive models, tools, and software for energy-use, whole-building modeling, cost analysis, and performance management.
  • Develops and recommends energy and utility management plans, processes, procedures, etc. to enhance effectiveness in implementing the City's energy management priorities.
  • Drafts presentations for departments, City Manager's Office, City Council, and community meetings for the City's Energy Manager, and when applicable, independently delivers presentations.
  • Recent project examples managed by this position include: facility lighting retrofits, parking garage lighting retrofits, interval metering system implementation, facility re-commissioning, recreational outdoor lighting, solar photovoltaic system installation, open source building management system implementation, and deduction meter implementation.

Qualifications

Minimum & Additional Requirements:

  • 4-year college degree in engineering, architecture, environmental science/environmental planning, urban planning.
  • 5-years of experience in identifying and implementing energy projects and energy efficiency, energy conservation, energy management, renewable/clean energy, and energy assurance and reliability projects and programs.

Preferred Qualifications:

  • The preferred candidate should possess considerable knowledge on existing and next-generation energy efficiency, energy conservation, and renewable/clean energy technologies as well as research, demonstrate, and communicate emerging energy technology trends.
  • Strong capital and energy project management skills, including scope development, public-sector procurement and contracting, stakeholder coordination, contractor management, quality assurance, and documentation and report writing skills.
  • Capabilities in energy and building data collection, data management, and energy data analysis skills as well as experience in capital planning and project budget management are desirable.

What you should bring:

  • We are looking for a creative, entrepreneurial, agile, and multi-talented person with robust skills to implement the life-cycle of energy efficiency, energy conservation, energy management, renewable/clean energy, and energy assurance projects for City facilities and operations.
  • The successful person should have strong capabilities and experience in fundamental energy engineering principles and practices (i.e. building energy auditing, building energy use analysis, energy use modeling and calculations, energy project life-cycle cost-benefit analysis, high-performance and green-building design, high-performance HVAC load calculations, system design and operations, energy conservation, energy assurance, emergency generator & microgrid design and engineering, building and energy management control system optimization, energy efficient lighting design, commissioning, measurement and verification, energy metering systems, etc.).
