Federal Agencies To Cut Emissions by Executive Order

President Barack Obama is likely to issue an executive order next month mandating that federal agencies cut their greenhouse gas emissions 20% within 10 years, according to a report in Federal Times.

The mandate is part of a draft executive order that will be issued for review as early as this week. Law enforcement, military and related activities will be exempt from the order, according to the report.

The challenge for participating agencies will not only be making the cuts, but also measuring emissions. Currently, only the Department of Energy’s National Renewable Energy Lab (NREL), the Agriculture Department’s Forest Service and the EPA participate in the EPA’s Climate Leaders Program, which focuses on measuring and reducing direct greenhouse gas emissions.

The new order will require agencies to measure both direct and indirect greenhouse gas emissions, beginning October 1, which will set the 2010 baseline for reductions.
