Position Overview
This professional position is responsible for all aspects related to the management of the County wide commercial/non-residential recycling programs. Among his/her usual duties this person will provide outreach and monitoring of all commercial and multi-family recycling programs within Frederick County. Supervision is received from the Recycling Program Manager of the Department of Solid Waste.
Exempt; full-time; 40 hours per week; Monday – Friday; 7:30 a.m. – 4:30 p.m.; full benefits.
Responsibilities
- Provide education and outreach to commercial and/or multi-family business entities to encourage them to institute local recycling programs
- Conduct site visits to applicable Frederick County business to advise and ensure compliance with any commercial recycling ordinances or resolutions; assist with the development of site or industry specific recycling programs
- Conduct commercial waste audits to determine appropriate target recycling opportunities, and advise business entities of fiscal and environmental benefits of developing and implementing commercial recycling programs
- Provide oversight and contract management for Frederick County Government internal recycling programs
- Assist the Recycling Program Manager and the Recycling Outreach Coordinator to develop advertising campaigns and educational programs to increase recycling diversion and participation in the commercial and multi-family sector
- Assist with compiling state recycling reports, as well as compiling staff reports for use by the Recycling Program Manager, Superintendent, or Division Director for presentations to the County Executive, County Council, the public, or other groups
- Serve as a recycling liaison to the Frederick business and non-residential community
- Assist in the preparation of annual operating budgets
- Perform other related duties as required

Qualifications
The qualifications / requirements, knowledge/skills/abilities and physical demands or working conditions described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. - Bachelors degree in Business Administration, Environmental Management or related field
- Minimum 2 years of program management experience in solid waste management or an Environmental Science field such as sustainability, water quality, etc
- Intermediate proficiency using Microsoft Word and Microsoft Excel
- Possession of a valid automobile operator's license
- NOTE: Additional years of related experience may substitute for a portion of the education requirement
Knowledge, Skills and Abilities:
- Knowledge and principles of budgeting and fiscal management
- Ability to accurately compile and maintain statistical data
- Ability to effectively relate to and communicate with co workers, government agencies and officials, and the general public whether in person, by telephone or in writing
- Strong written and spoken English communication skills with the ability to prepare and proof read various written work and explain departmental policies and other regulations
- Ability to obtain and maintain a Frederick County Employee Driving Permit
- Ability to provide own transportation to evening/weekend meetings or special events
Preference May Be Given For:
- Current Solid Waste Association of North America (SWANA) certification in Managing Municipal Solid Waste Recycling Systems
- Experience managing municipal solid waste programs with an emphasis on managing recycling programs
Physical Requirements / Working Conditions:
- Working conditions may include exposure to allergens, dust and fumes found in refuse and recyclable materials and yard waste
- While working in this position, the employee is constantly sitting, making repetitive motions and driving; frequently walking, climbing, stooping, kneeling, crouching and reaching; occasionally crawling, lifting up to 20 pounds, pushing and pulling up to 40 pounds
- While working in this position, the employee is constantly working indoors, outdoors, in temperatures above 100 degrees, below 32 degrees, in dirty and dusty environments, potentially exposed to infectious diseases; frequently near machinery, chemicals or fumes and required to wear protective equipment, occasionally exposed to noise
