Position Overview
The Director of Organizational and Talent Development will manage and lead the talent development team in implementing a comprehensive strategic workforce plan. This individual will work on designing, developing and implementing various talent initiatives and programs.
The focus will be on culture change through creation and execution of leadership/management programs including: workforce planning, succession planning, job design, career pathing, and leadership development. The work will include assessing and diagnosing organizational needs, creation of change initiatives, and delivering best-in-class organizational development solutions that support NYPA's strategic vision.
Responsibilities
- Work with senior management to determine organizational development and training strategy.
- Design, create, and facilitate development and performance improvement strategies that result in positive behavior change for managers and employees.
- Partner with business managers and HR Business Partners to assess needs and manage.implementation of programs to accomplish specific business objectives including: talent development, performance management, and employee engagement.
- Conduct gap analysis in response to Business Unit Leaders business plans to identify the best approach to filling the needs of the business. Develop materials, programs, and tools to support business needs of the teams, in partnership with the the Director of Talent Development and the HR Business Partner team.
- Manage and assist with the development and delivery of all training and development curriculum for non-represented (non-union) employees to meet professional and organizational needs.
- Redesign, customize, and enhance existing programs to build managerial and employee skills and competencies.
- Establish workforce analytics to identify and analyze operational challenges related to workforce development and engagement. Create solutions consistent with business realities.
- Develop, maintain, and oversee vendor relationships including logistics, content development, delivery, and e-technology.
- Develop and implement strategies/curriculum to train managers in coaching, mentoring and developing employees.
- Oversee day-to-day management of Talent Development team, in addition to hiring, motivating, training, developing, and performance evaluation.
- Plan and manage the department annual budget and conduct periodic cost and productivity analyses, align allocated resources and staff to ensure optimal efficiency and effectiveness.
Qualifications
Required Skills
- Highly-motivated self-starter comfortable leading and managing in the listed areas of responsibility. Ability to facilitate senior level meetings and counsel business leaders on human capital and development topics.
- Ability to evaluate skill requirements of the organization and develop solutions to fill gaps.
- Ability to establish and maintain effective working relationships with individuals and leadership within and outside the authority.
- Organized, self-motivated, and capable of working in a rapidly changing environment with the ability to effectively interact with all levels of management.
- Demonstrated capability as a project manager, delivering on complex employee development and learning programs.
- Strong problem-solving, organization, persuasion, and negotiation skills.
- Excellent presentation, written, and verbal communication skills.
- Proficiency using Word, Excel, Power Point, and Access (database).
- Familiarity with electric utility industry and the industry-wide challenges that impact human capital is preferred.
- Approximately 15% travel primarily in NY State.
Required Experience
- A Bachelor's degree in Business, Organizational Development, Human Resources or other related field.
- An MBA or Master's Degree in Human Resources Development, Industrial/Organizational Psychology, or related field is preferred.
- Minimum 8 years of progressive experience in Organizational and Talent development implementing employee development or talent management programs and/or processes.
- Experience in business and change management in the public and private sectors is preferred.
