~ Founded as a sugar plantation in the mid 1800s and incorporated in 1959, Sugar Land is located in Fort Bend County, 20 miles southwest of downtown Houston.

Sugar Land is a full-service municipality providing police and fire protection, water / wastewater utilities, solid waste collection, curbside recycling, a regional airport, parks and recreation, public works, planning / zoning and other services. ~ 

Position Overview

The Public Works Department is seeking an experience professional to fill the role of Water Resources Manager.

The Water Resources Manager will be responsible for coordinating all aspects of the City's water supply planning and management efforts including implementation of the City's Groundwater Reduction Plan, and develop, revise and implement the City's Water Conservation and Non-Potable Program. Represent the department and the City by presenting relative information to City leadership and in public forums. 

Responsibilities 

Summary of Duties: 

  • Formulate and implement water resources strategies for meeting a variety of policy challenges, ranging from long-range growth forecasting and planning related to the City's water resources. Develop goals, objectives and implementation plans for water resource activities.
  • Serve as the City's liaison with other local and regional water entities, including regional planning groups, regulating agencies, and local interest groups and stakeholders including: Region H, Fort Bend Subsidence District (FBSD), North Fort Bend Water Authority, Gulf Coast Water Authority (GCWA), Brazos River Authority (BRA) and the Texas Commission on Environmental Quality (TCEQ). This duty involves travel and attending relevant meetings and hearings, as well as fostering relationships between the City and other regional and local entities.
  • Coordinate with local governmental/quasi-governmental agencies and municipalities on County-wide water issues; work closely with State offices, County and Federal legislators, and elected official and citizen groups.
  • Manage components of the Surface Water Fund budget including FBSD fees, TCEQ water supply fees and legal contracts for the department.
  • Manage compliance with the City's subsidence district requirements and manage the City's required Groundwater Reduction Plan.
  • Develop, revise and implement the Water Conservation Program and Non- Potable Water Program, and recommends strategies to make the most efficient use of the available water resources.
  • Prepare and present relevant information to city management, in the form of agenda items for Council and memorandum as necessary, and to the public in general, in an education role. Prepare ordinances and resolutions pertaining to water conservation, drought contingency plans, and public drinking water safety and protection.
  • Carries out high-level project management responsibilities, including reviewing or preparing RFP's, evaluating proposals, developing project scopes and managing contractors and consultants. Develop and manage studies and small design projects with cross-divisional project teams or consultants. Advise project team and make decisions on issues where established guidelines or procedures may not exist or are not clear. Negotiates and oversees contracts with consultants and engineers. Coordinates engineering services and construction.
  • Composes/reviews correspondence and reports for submittal to State and Federal regulatory agencies on issues of compliance and permitting.
  • Supervises staff, including prioritizing and assigning work, conducting performance evaluations, training and development, and making hiring, termination and disciplinary recommendations. Supervise daily activities of the Water Conservation Manager.
  • Lead an interdepartmental team for the development, update of the Water Master Plan.
  • Perform other duties or responsibilities as directed by the Director of Public Works. 

Qualifications 

Minimum Qualifications: 

  • Bachelor's Degree from an accredited four year college or university, with major course work in Civil or Environmental Engineering, Water Resource Planning or equivalent water utility experience.
  • Five years of progressively responsible experience in a water-related discipline such as water utilities, water resources planning, natural resources, environmental engineering, civil engineering or the like.
  • Candidates must have strong communication skills both orally and in writing.
  • Must possess the ability to successfully manage multiple projects. 

Preferred Qualifications: 

  • Master's Degree preferred.
  • Professional Engineering License.
  • Municipal experience preferred.
