Description
~ Platte River Power Authority is a not-for-profit wholesale electricity generation and transmission provider that delivers safe, reliable, environmentally responsible and competitively priced energy and services to its owner communities of Estes Park, Fort Collins, Longmont, and Loveland, Colorado for delivery to their utility customers. ~
Platte River's Headquarters is located in Fort Collins and its generation and transmission facilities are located along Colorado's Front Range and in northwestern Colorado.
The Organic Contract is an agreement between the four Member Municipalities. The Organic Contract creates Platte River Power Authority and sets forth its purposes, functions and system of governance. Platte River Power Authority has a Power Supply Agreement with each of the Member Municipalities.
These agreements are functionally identical with the exception of the attachment addressing joint use infrastructure. The Organic Contract and the Power Supply Agreements have concurrent terms through 2050.

Position Overview
The Environmental Engineer serves as an integral member of Platte River's Environmental Team charged with ensuring optimum environmental performance in order to comply with the organization's stated vision, mission, and values.
Responsibilities
Essential Functions:
- Provides environmental and related engineering support to Platte River Power Authority in order to meet the organization's stated vision, mission, and values
- Responsible for environmental compliance related to aspects including waste management, water quality, Spill Prevention Control and Countermeasure (SPCC), natural/cultural resources, and other areas as assigned in order to support Platte River generation and transmission operations
- Monitors projects for conformance with environmental management requirements including managing work done by contractors hired as needed for environmental purposes
- Represent Platte River during announced and unannounced regulatory agency inspections
- Responds to emergencies as needed for environmental incidents
- Responsibilities may include onsite coordination, implementing best management practices, sample collection, agency reporting, and follow-up communications
- Prepares plans and reports required by regulatory agencies including but not limited to: Emergency/Spill Reports, SPCC Plans, Stormwater Management Plans, Discharge Monitoring Reports, Tier II Emergency and Hazardous Inventory Reports, TSCA Inventory Update Reports, and information collection requests
- Provides Environmental Management System (EMS) support including internal audits and improvements
- Represents Platte River in agency stakeholder processes related to environmental regulations
- Monitors federal, state and local environmental regulations for changes that may have significant impacts to Platte River operations
- Implements various training programs related to environmental compliance and awareness
- Maintains regular & reliable attendance
Other Functions:
- Assists with and provides alternate/back-up support for air quality program activities including permitting, data management, reporting, compliance review, and Continuous Emissions Monitoring System (CEMS) equipment operation
- This position is subject to the U.S. Department of Transportation's Pipeline and Hazardous Materials Safety Administration (PHMSA) regulations
- Performs other duties as assigned
Qualifications
Minimum Qualifications:
- Bachelor's degree in engineering, environmental science, or related technical field
- Minimum of 3 years of experience in environmental compliance
- Must be familiar with federal environmental statutes and their implementation including: CWA, RCRA, EPCRA, OPA, TSCA, NEPA, CERCLA, ESA, CAA
- Self-motivated, organized, flexible, and able to manage multiple tasks with shifting priorities
- Strong written and verbal communication skills
- Strong interpersonal and collaboration skills with the ability to work independently and as part of cross functional teams with both internal and external customers
- Ability to work under pressure, meet inflexible regulatory deadlines, and deal with difficult individuals while maintaining composureExcellent project planning and project management skills
- Ability to work effectively with the use of flexible office locations at the Headquarters office and the Rawhide Energy Station
- Ability to occasionally work outside of normal work hours as necessary, and respond to accidents and emergencies
- Current valid driver's license and ability to remain insurable under Platte River's vehicle liability policy
Desired Qualifications:
- Experience in the electric utility industry
- Colorado registered professional engineer

Rawhide's state-of-the-art air quality control systems help ensure that emissions remain significantly less than state and federal air quality permits allow. Rawhide Unit One is nationally recognized as one of the cleanest coal-fired power plants in the United States in terms of sulfur dioxide and nitrogen oxide emissions.
